CRH 3rd DRFP Comment and Answer Matrix

RFP Section If Section J, list

Attach or Exhibit Paragraph Page Question or Comment Answer or Resolution

G & F G004 and F004 G004 - 134 and F004 -

130-131

G004, Schedule Performance Incentive clause references F004, Program Milestones Clause which lists specific CLINs for which Schedule Performance Incentive could be earned. CLINs 03xx and 04xx are exercised later in the program in accordance with H013, Options, and the lead times associated with such CLINs may not make achieving RAA in 54 months resonable. Request that the Government delete reference to CLINs 03xx and 04xx from F004 listing?

The Government has reviewed all references to the 03xx an 04xx CLINs in Paragraph F004.

The Government agrees to modify CLINs 0439, 0440, and 0441. Section H SCR H-013 has been modified to indicate that these three CLINs will be exercised NLT 6 months after MS C versus 14 months after MS C. The remaining 03XX and 04XX CLINS identified in F004, are achievable within the 54 month RAA timeframe and will remain unchanged.

H ASC/WISV-H-026 149 of 164 Delete ASC/WISV H-026 Government disagrees to removal of this clause.

H ASC/WISV-H-026 149

How are the alternative standards going to be approved? As the clause states: "If the Government approves the request for use of an alternate standard, then the SS or TSS and any options of the Statement of Work will be revised."

Since these are all contractual documents, a no-cost contract modification will be issued to carry this out.

H ASC/WISV-H-026 149

What happens if the alternative standards are rejected? As the clause states: "If the Government does not approve the request, the contractor shall complete all work required to meet the standard cited in the SS or TSS at no additional cost to the Government and no adverse impact to the contract schedule."

H ASC/WISV-H-026 149

What is the timing for rejection or approval of the alternative standards? As the clause states: "The contractor may, after contract award but prior to the Systems Requirement Review, request approval of alternate standards…" The exact timeframe is dictated by the schedule that the contractor establishes on when SRR will occur. The SRR will remain open until all proposed alternate standards have been adjudicated.

H ASC/WISV-H-026 149

Can the alternative standards used on current production aircraft be accepted based upon the aircraft being FAA certified, the U. S. Government issuing an AWR and or approval by the European Aviation Safety Agency?

As the clause states: "For any standard for which the contractor seeks Government approval of an alternate standard, the contractor shall provide the following documentation: copy of alternate standard and justification on (1) why the contractor proposed not to use the current standard in the SS or TSS, and (2) sufficient information to demonstrate that the incorporation of the alternate standard will no negatively impact or degrade CRH mission performance." This is the information that the USG will consider in accepting a proposed alternate standard to the SS or the TSS only as detailed in Section H, SCR H-026.

Outside of what is covered by Section H, SCR H-026: The Government does accept other standards, such as other DoD, FAA, and EASA standards as part of its airworthiness process as well. The AF process is a risk based process. The standards are assessed for risk by the AF Airworthiness Authority. Depending on the level of risk, the AF grants a Military Flight Release (MFR) once the risk is accepted at the appropriate level. An example of this is the recent HH-60U program. The AF Airworthiness Authority issued an MFR based on a risk assessment of an existing Army Airworthiness Release (AWR). The risk on the program had to be accepted at the PEO level to release the aircraft for flight. This can be done for any program that does not meet the current standards defined in MIL-HDBK-516B expanded.

H ASC/WISV-H-026 149

Can the proposed alternative standards with backup information not be counted as part of the page count?

Section H, ASC/WISV-H-026 does not apply to the proposal page count limits since the process covered by the clause starts with contract award. Within Section L, specifically paragraphs 4.3 and 4.4, describes a similar process that will be used during the proposal phase to address only alternate standards for the SS/TSS paragraphs that are specifically cited within these subfactors. The information the offeror must include if proposing an alternate standard within subfactor 1.1 and 1.2 can be excluded from the page count limits of the Technical Volume. Table 1 in Section L, paragraph 2.6.5 has been updated to reflect this.

Is it the Government’s intention for the Contractor to convert under contract the existing/commercial information into S1000D required XML format.

Yes. Para 2.17 revised to read as follows: "The contractor shall deliver all Depot-level TOs, including supplier/vendor manuals, in ASD/ASI S1000D, XML-tagged IETM format for the aircraft, systems, engines and all subsystem components in support of the Government’s organic depot capability not later than four years after initial operational capability in accordance with 10 USC section 2464(a)(3)(B)."

L

2.6.5 and Table 1

8, 47

The initial text in section L paragraph 7.1.1 lists the content of the Past Performance Volume, but this list does not include 7.1.1.7 Small Business Utilization. Since the Small Business Utilization includes SF294 and SF 295 reports that vary in page length, we assume that the Small Business Utilization portion of the Past Performance volume is excluded from the page count. We recommend including the Small Business Utilization subsection in Section L, paragraph 2.6.5, Table 1 in the Page Limit column as part of the page limit exclusion.

Updated Section L, paragraph 2.6.5, Table 1 to reflect the exclusion of the Small Business Utilization documentation from the Past Performance Volume Page Count. Updated paragraph 7.1.1 to include Small Business Utilization.

Sec L 4.3 & 4.4

Can we discuss the details of the alternative specs and standards specifically the rationale for allowing alternative specs inside subfactors 1.1 and 1.2 and not allowing it outside of them. Para 4.3 "Offerors shall not propose, and the Government will not evaluate, any alternative standards for any SS paragraphs outside of those specifically listed in subfactors 1.1 and 1.2 until after contract award, and will then only do so in accordance with Section H, ASC/WISV H-026." Does this mean that we cannot offer alternative specs and standards "outside" of subfactors 1.1 and 1.2 or "inside" those sections?

The only alternate standards that can be proposed for acceptance into the SS/TSS are the SS/TSS paragraphs that are being evaluated under Technical subfactors 1.1 and 1.2. Under Technical subfactor 1.3, the draft airworthiness specification can reflect alternate standards, but these will not be evaluated for incorporation into the SS/TSS. The draft airworthiness specification is not being approved until after contract award utilizing the process for approval as described within the contract.

4.3 Subfactor 1.1: Systems Integration (175 pages maximum)

Offeror shall provide Air Vehicle description data and performance substantiation to support analysis of the required Radio Frequency (RF) Capabilities, Electro-Optical (EO)/ Infrared (IR) Countermeasures, LASER Detection, Ballistic Threat Vulnerability Reduction and Force Protection, Net-Ready, Tactical Datalink and Integrated Broadcast Service, Tactical Communications, and Mock-ups and SILs identified in the SS and SOW. For the SS paragraphs listed in this subfactor, if the offeror includes in their proposal an alternate standard versus the standard listed specifically in the SS, then the offeror shall provide a copy of alternate standard and justification on (1) why the contractor proposed not to use the current standard in the SS or TSS, and (2) sufficient information to demonstrate that incorporation of alternate standard will not negatively impact or degrade CRH mission performance.

Offerors may propose any alternative standards for any SS paragraphs outside of those specifically listed in subfactors 1.1 and 1.2. If the offeror includes in their proposal an alternate standard versus the standard listed specifically in the SS, then the offeror shall provide a copy of alternate standard and justification on (1) why the contractor proposed not to use the current standard in the SS or TSS, and (2) sufficient information to demonstrate that incorporation of alternate standard will not negatively impact or degrade CRH mission performance

If the Government concurs with use of the alternative standard , then the SS and if applicable, the same standard in the Statement of Work will be revised. A RFP amendment will also be issued 30 days after the bid deadline, to all offerors indicating the acceptance of the alternate standard(s) and providing

4.4 Subfactor 1.2: Aircraft Mission Capability (125 pages maximum) Offeror shall address their approach to meet the requirements for Combat Radius, Hover, Payload, Mission Performance and Human Systems identified in the SS. (All graphical and tabular data shall be in a separate Microsoft Excel file for information provided under this subfactor). The offeror shall select one of the two options from each paragraph or fill in the blank in the SS Appendix A “Trade Space”. The offeror’s selection will indicate the offeror’s proposal to meet minimum or goal requirements as tailored to account for the offeror’s commitment for specific requirements. The offeror shall indicate the requirement to be evaluated with an “X” in the block corresponding to the requirement to be evaluated or fill in the blank and line through the requirement not to be evaluated. The offeror shall make both markings in blue ink. The offeror shall ensure that their proposed approach reflects the selected minimum or goal requirements.

Government disagrees to the proposed revision to the CEO certification. However, the Government has revised the CEO certification to read as follows: "I hereby certify, as CEO of (OFFEROR’S NAME), that the (OFFEROR’S NAME) proposal has met all solicitation requirements, including but not limited to, all representations and certifications in Section K of the solicitation, and all mandatory technical and Statement of Work (SOW) requirements as outlined in the subject solicitation. Particularly, my signature indicates (OFFEROR’S NAME) acceptance of the SOW, the Training System Specification, and the System Specification(SS) in their entirety. (OFFEROR’S NAME) offer relies upon Special Contract Requirement, ASC/WISV-H026, Government Approval of Alternate Standards (Apr 2012), for approval of alternate standards the Government has elected to not review during source selection. I do not take exception to any of the CRH performance requirements. Attached are the completed SS Appendix A and listing of proposed alternate standards requested in Section L, paragraphs 4.3 and 4.4, if applicable."
