About this file
This is a Contract User's Guide for Wisconsin's Natural Gas Supply & Management contract number 505ENT-M22-NATURALGASWI-00, dated November 8, 2021. The contract is administered by Wisconsin's Division of Facilities Development (DFD) under the Department of Administration (DOA) and extends to Wisconsin municipalities under state statute authorization. The mandatory contract covers natural gas supply and management services for 46 state facilities across Wisconsin, including University of Wisconsin campuses, correctional institutions, mental health facilities, county facilities, and other state buildings organized into 12 geographic service areas served by various utilities including Madison Gas & Electric, Wisconsin Public Service, Wisconsin Gas Company, Alliant Energy, Xcel Energy, and others.
The contract provides natural gas supply on a secondary firm or interruptible basis with fixed pricing for a single one-year term running from January 1, 2022 through December 31, 2022, with options for four additional one-year renewals subject to mutual agreement and state discretion to renegotiate pricing or re-bid. All facilities have alternate fuel capabilities (fuel oil or propane), and the contract includes comprehensive natural gas management services such as account management, web-based reporting portals, 24/7 customer service, daily usage forecasting, imbalance management, and consolidated billing. The vendor must provide NYMEX last day settlement basis pricing, handle intraday nominations and changes, manage constraint days, and provide detailed monthly invoicing by the 10th business day following delivery. Special provisions address the complex operational requirements for UW Madison's Charter and Walnut Street heating plants, which interact with the West Campus Cogeneration Facility dispatched by MISO, requiring the vendor to handle short-notice gas delivery adjustments and large usage variances.
