About this file
This is a State of Illinois Central Management Services contract template for a Joint Purchase Master Contract (JPMC) establishing mail presort services in the Chicago Metro area, including the City of Chicago and Cook, DuPage, Lake, and Will counties. The contract enables governmental units and qualified not-for-profit agencies to access cost-effective mail presort services on an as-needed basis. The vendor will provide equipment, materials, and personnel for presorting, barcoding, bundling, and delivery of First-Class letter-sized and flat-sized mail according to United States Postal Service (USPS) requirements. Mail pickups will occur Monday through Friday between 5:00 p.m. and 6:00 p.m. from designated State locations, including Central Management Services, the Illinois Attorney General, Department of Employment Security, and the Illinois Student Assistance Commission, with the vendor required to deliver all mail to the USPS by midnight on the same day of pickup or in time to allow use of that day's postmark. The initial contract term is six years from the date of final execution by both parties, with a maximum total term not to exceed ten years including any renewal terms and extensions. No quantities are guaranteed, and volumes may vary considerably based on State agency need and program modifications.
Pricing for this indefinite quantity master contract is estimated, with the vendor billing each governmental unit or qualified not-for-profit agency separately for its actual costs. The vendor receives rebates per piece of First-Class letter-sized and flat-sized mail processed, with any presort fees deducted from the rebate amount. Economic adjustments may be requested by the vendor only in response to USPS rate changes and require written approval from Central Management Services prior to implementation; no increases for vendor overhead, profit, or other factors will be approved. The State retains USPS postage refunds, incentives, and rebates based on the mail's presort rate qualifications, which become vendor compensation in addition to per-piece rebates. The vendor must maintain general commercial liability insurance of $1,000,000 per occurrence with a $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and worker's compensation insurance as required by law. Subcontracting is permitted for contracts with annual values exceeding $100,000 and requires prior written approval. The contract is subject to availability of appropriated funds and may be terminated for convenience by the State with thirty days' written notice, or immediately for cause if performance issues arise.
