About this file
This is a Construction Plans document for the Town of Montross Waterline Extension Part 2 project located in Westmoreland County, Virginia, prepared by ARM Group LLC. The project involves the installation of a 6-inch C-900 PVC waterline extension across Kings Highway (Route 3) and Carver Street to replace and extend the Town of Montross water production system. The construction plans include 4,650 linear feet of 6-inch PVC pipe, 10 gate valves with boxes, 110 linear feet of jack and bore installation, 3,000 linear feet of service laterals with 60 service lateral connections, and 5 fire hydrant assemblies. The plans comprise 10 sheets detailing overall layout, Kings Highway plan and profile sections, Carver Street plan and profile, erosion and sediment control measures, waterline notes and details, and traffic control procedures. Work activity in the roadway is limited to 9:00 a.m. to 5:00 p.m. Monday through Friday, with specific holiday restrictions outlined. The contractor must provide 48 hours advance notification to the Town at (804) 493-9623 prior to commencement of land disturbance activities and must call Miss Utility at 811 prior to beginning construction.
The contractor bears responsibility for obtaining all necessary local, state, and federal permits and must comply with VDOT 2020 Road and Bridge Specifications and Virginia Erosion and Sediment Control Handbook standards. All construction materials shall conform to Virginia Department of Transportation standards except where Town of Montross standard specifications apply. The contractor is liable for damage to existing structures or utilities through negligence and must verify all utility locations before commencing work. All disturbed areas, including grassed areas and driveways, must be restored to original condition with grass development achieving at least 85% coverage. Pavement cuts are not permitted by VDOT. The project engineer is M. Scott Courtney, P.E., at ARM Group, and the Town contact is Francine G. Taylor, Town Manager. Erosion and sediment control measures must be installed as the first step in clearing, with no disturbed area remaining denuded for more than 30 calendar days. The Transportation Management Plan specifies this as a Type "B" Traffic Management plan with no off-site detour necessary, utilizing temporary traffic control applications in accordance with the 2011 Virginia Work Area Protection Manual.

LIC. NO. 29183
EROSION CONTROL NOTES
1. Unless otherwise indicated, all vegetative and structural erosion and sediment control practices shall be constructed and maintained according to minimum standards and specifications of the Virginia Erosion and Sediment Control Handbook, 1992 edition and Virginia Regulations VR 625-02-00 Erosion and Sediment Control Regulations.
2. All erosion and sediment control measures shall be placed prior to or as the first step in clearing. If during construction, additional erosion control devices are found necessary, they shall be installed as directed by the Town Inspector.
3. A copy of the approved erosion and sediment control plan shall be maintained on the site at all times.
4. No disturbed area shall be denuded for more than 30 calendar days.
5. All storm and sanitary sewer lines not in streets shall be mulched and seeded immediately after backfill. No more than five hundred (500) feet are to be open at one time.
6. Electric power, telephone, and gas supply trenches shall be compacted, seeded and mulched immediately after backfill.
7. All temporary earth berms, diversions, and silt dams shall to be mulched and seeded for vegetative cover immediately after grading. Straw or hay mulch is required. The same applies to all soil stockpiles.
8. During construction, all storm sewer inlets shall be protected by silt traps, maintained and modified as required by construction progress.
9. Any disturbed area not paved, sodded, or built upon by November 1st, shall be seeded on that date with oats, abruzzi, rye or equivalent and mulched with hay or straw mulch. Modify as applicable depending on proposed time of construction.
10. The contractor shall inspect all erosion control measures daily and after each runoff-producing rainfall event. Any necessary repairs or cleanup to maintain the effectiveness of the erosion control devices shall be made immediately.
11. During dewatering operations, water shall be pumped into an approved filtering device.
12. Prior to commencing land disturbing activities in areas other than indicated on these plans (including, but not limited to, off-site borrow or waste areas), the contractor shall submit a supplementary erosion control plan to the owner for review and approval by the Town of Colonial Beach.
13. No work may occur outside the limits of disturbance shown on the approved plans. Working outside of the limits of disturbance shown on the approved plans will result in a stop work order being issued with the potential for fines being levied.
14. Permanent or temporary soil stabilization shall be applied to denuded areas within seven (7) days after final grade is reached on any portion of the site.
15. Temporary soil stabilization shall be applied within seven (7) days to denuded areas that may not be at final grade but will remain dormant for longer than thirty (30) days.
16. During construction of the project, soil stock piles shall be stabilized or protected with sediment trapping measures.
17. Stabilization measures shall be applied to earthen structures such as dams, dikes, and diversions immediately after installation.
18. Erosion and sediment control measures shall be constructed and installed as a first step in any land-disturbing activity and shall be made functional before upslope land disturbance takes place.
Initial clearing must be the minimum required to install erosion and sediment control measures and devices.
19. A permanent vegetative cover shall be established on denuded areas not otherwise permanently stabilized. Permanent vegetation shall not be considered established until a ground cover is achieved that, in the opinion of the county engineer or his designated agent, is uniform, mature enough to survive and will inhibit erosion.
20. Underground utility lines shall be installed in accordance with the following standards in addition to other applicable criteria:
a. No more than 500 linear feet of trench may be opened at one time
b. Excavated material shall be placed on the uphill side of trenches
c. Effluent from dewatering operations shall be filtered or passed through an approved sediment trapping device, or both, and discharged in a manner that does not adversely affect flowing streams or off-site property.
D. Restabilization shall be in accordance with the above notes.
21. All applicable federal, state, and local regulations pertaining to working in or crossing live watercourses shall be met.
22. Where construction vehicle access routes intersect paved public roads, provisions shall be made to minimize the transport of sediment by tracking onto the paved surface. Where sediment is transported onto a public road surface, the road shall be cleaned thoroughly at the end of each day. Sediment shall be removed from the roads by shoveling or sweeping and transported to a disposal area.
23. It shall be the contractor's responsibility to inspect erosion control devices daily and after every rainfall producing event. Any necessary repairs or clean up to maintain the effectiveness of the erosion control devices shall be made immediately.
24. The contractor is responsible for the installation of any additional erosion control measures necessary to prevent erosion and sedimentation as determined by the Town Inspector.
25. All erosion control devices shall be in place and functional at all times and if removed for construction progress, shall be replaced by the close of each workday.
26. Final removal of erosion control devices shall not occur until the Town Inspector deems the site stabilized.
27. Permanent seeding shall be in accordance with the planting and seeding notes and details.
28. Construction site operators are required to control waste such as discarded building materials, concrete truck washout, chemicals, litter, and sanitary waste at the construction site that may cause adverse impacts to water quality.
29. Construction site operators are required to control the transport of dust and other wind born contaminants as a result of land-disturbing, demolition and construction activities. The operator shall prevent the surface and air movement of airborne substances in accordance with Std and Spec 3.39 of the Virginia Erosion and Sediment Control Handbook.
30. Prior to commencing land disturbing activities in areas other than indicated on these plans (including, but not limited to, off-site borrow or waste areas), the contractor shall submit a supplementary erosion control plan to the owner for review and approval by all Approving Authorities (Westmoreland Caunty, DEQ, etc.).
