About this file
This is an Addendum No. 3 to the contract documents for the Town of Montross Waterline Extension Part 2 project in Westmoreland County, Virginia, prepared by ARM Group LLC. The addendum provides formal responses to 15 bidders' questions submitted during the pre-bid meeting and via email, dated April 10, 2026. The project involves the installation of approximately 2,500 linear feet of 6-inch PVC C-900 waterline along Route 3, Carver Street, and Forest Drive, with associated appurtenances including tees, gate valves, directional drills, and jack and bore installations. Key project requirements include the contractor obtaining a VDOT Land Use Permit (VDH construction permit already secured), relocation of meter boxes only where required per plan designations, and activation of the Forest Drive waterline section by the end of August 2026 to connect to the existing 4-inch waterline. Easements are confirmed in place for Carver Street and most of Route 3, with pending easements along Forest Drive to be secured by the Town prior to project award. The Town will assign a QA representative to inspect pressure testing, and ARM Group will review and approve all material submittals and Requests for Information (RFIs).
The addendum clarifies technical specifications including the use of 2-inch HDPE carrier pipe in 4-inch HDPE casing at specified locations, 18-inch steel casing for 6-inch HDPE carrier pipe in jack and bore applications per VDOT EP-1 standards, and revised plan sheets reflecting corrections to tee locations and specifications. The contractor is responsible for coordinating with the Town to establish a suitable staging area within Town limits and must include driveway restoration costs in the unit price per linear foot of 6-inch waterline. Excavated materials from trenches may be reused as backfill if free of debris and unsuitable materials and meeting Section 02225 specifications. Sheet C-2 has been updated, and the addendum supersedes corresponding provisions in the original contract documents.

Montross Waterline Extension Part 2 April 2026
Addendum No. 3 ARM Project 23011622
A R M G r o u p L L C
Town of Montross
Waterline Extension Part 2
Addendum No. 3
Date Issued: April 10, 2026
Addendum No. 3 provides formal responses to bidders’ questions received during the pre-bid meeting and via email. This addendum supersedes the corresponding provisions of the original Contract Documents. It is the purpose of the Addendum to incorporate into the project plans and specifications certain additions, deletions, changes, and notifications as hereinafter described.
I. The bid drawings, Sheet C-2 has been updated.
II. Bidders Questions and Responses
1. Is there any permit that the Contractor is required to obtain?
Answer: The Contractor shall obtain the VDOT Land Use Permit. The construction permit with VDH has already been secured.
2. Is the Contractor required to replace the water meters?
Answer: The Contractor shall relocate meter boxes that are located too far from the road curb.
New meter boxes shall be installed only where relocation is required, as shown on the plans.
Existing meters shall be reused; no new water meters are included in the scope.
3. The bid forms indicate that a portion of the project must be completed by the end of August 2026.
Does this mean the waterline must be active by that time?
Answer: Yes. The Contractor shall flush and disinfect the Forest Drive waterline section, connect it to the existing 4" waterline, and place Section 3 of the project into service until
Section 2 along Route 3 is installed and activated.
4. Are the required easements in place?
Answer: Easements are in place for Carver Street and most of Route 3. Some easements along
Forest Drive are still pending. The Town will have all required easements secured prior to project award.
5. There appear to be power poles along Carver Street that may conflict with the proposed waterline.
Answer: The plans do not indicate any conflicts between the proposed 6" waterline and existing power poles. A 15-foot utility easement is provided for the proposed waterline.
6. The plans do not show a staging area.
Answer: The Contractor shall coordinate with the Town to establish a suitable staging area within Town limits. The Town will assist the Contractor in coordinating a staging area.
7. Who will inspect the pressure testing?
Answer: The Town will assign a QA representative who will inspect the pressure testing.
8. Who will review submittals and RFIs?
Answer: ARM Group will review and approve material submittals, and RFIs.
9. Both the profile and plan show 2 proposed 6”x2” Tees at locations 17+00 & 17+07, respectively.
Please advise if in fact there should be 2 tees here as one of them seems to not have a connection.
Answer: It is one 2” carrier pipe in a 4” HDPE casing. The plan and profile will be revised to indicate only one 6”x2” Tee at the station 17+07.
10. The advertisement states approx. 4,560 LF of water line, however this plan set only shows around
2,500 LF. On sheet C-3, the water line is shown continuing past STA 27+50 . However, this plan does not include past that station. Are we to stop at the gate valve at STA 25+98.70?
Answer: Please refer to addendum 1 for the Forest Drive waterline plan and profile sheets.
11. Is the intent for all existing meter setters and boxes to be replaced with new or just the ones that require relocations?
• There is a note that says "if meter boxes are outside the easements, install new meter boxes inside the easement and relocate the meter", other than the R/W the only easement shown is the 10' permanent utility easement for the main. If the intent is not to replace all meter boxes, how are we to determine which boxes will need replacement?
Answer: All meters requiring relocation are identified on the plans with a designated symbol.
New meter boxes are required only for those relocated meters.
12. At STA 11+58 the plan view indicates a 6"x4" tee, 4" casing pipe with 2" hdpe carrier, connecting to an existing 4" line. The profile view shows a 6x2 tee. Should we include a jack and bore with steel casing and a 4" carrier?
Answer: It is a 2” carrier pipe in a 4” HDPE casing. The plan will be revised to indicate a 6”x2”
Tee. Jack and bore is not required at station 11+60.
13. Please provide the casing size required for the 6” J&Bs. The plan sheets nor the detail provides the proper casing size required.
Answer: Per VDOT EP-1 standard, 18” steel casing shall be used for the 6” HDPE carrier pipe in jack & bores.
14. Please advise where driveway restoration pricing should be included?
Answer: Include the costs associated with driveway restoration in the unit price per linear foot of the 6-inch waterline.
15. Please confirm existing excavated material is to be used for back fill.
Answer: Excavated materials from the trenches may be reused as backfill, subject to being free of debris and unsuitable materials and meeting the requirements of Section 02225 – Trenching and Backfilling of the Technical Specifications.
