About this file

This is Addendum No. 5 to the Bid Form for the Town of Montross Waterline Extension Part 2 project in Virginia, issued by ARM Group LLC on April 16, 2026. The addendum revises bid items and quantities for a waterline extension project serving the Town of Montross, located at 15869 Kings Highway, Montross, VA 22520. The project consists of three sections: Section I (Carver Street Waterline Extension), Section II (Kings Highway Water Line Extension to Peach Grove Lane), and Section III (Kings Highway Peach Grove Lane to Forest Drive). The bid form includes 31 line items encompassing pipe installation, horizontal directional drilling, gate valves, service laterals, service connections, fire hydrant assemblies, and testing. Critical to the project schedule is a mandatory construction sequencing requirement driven by ARPA grant funding: Section 3 must be fully completed no later than August 31, 2026, before any construction activities commence in Sections 1 and 2. Bid security is required in the form of either a bid bond or certified check, and bidders must submit written evidence of authority to conduct business in Virginia no later than the date of contract execution.

Bidders are responsible for all cost estimates based on their own site investigations, subsurface examinations, and familiarity with federal, state, and local regulations affecting the work. The bid form requires bidders to acknowledge receipt of all addenda, confirm site visits, and attest that no collusion or bid-rigging has occurred. Bidders must complete work substantially in accordance with contract documents and accept liquidated damages provisions for failure to meet completion deadlines. The project is funded through ARPA grant requirements, which establish the strict sequencing mandate for Section 3 completion. All bid prices must be submitted in both numerical and word format, with separate subtotals calculated for each of the three project sections. The bid will remain subject to acceptance for 60 days after opening unless the bidder agrees to a longer period.
