About this file

This addendum document, issued April 14, 2026, by ARM Group LLC on behalf of the Town of Montross in Westmoreland County, Virginia, modifies the contract documents for the Montross Waterline Extension Part 2 project (ARM Project 23011622). Addendum No. 4 revises road crossing details by replacing jack and bore with steel casing construction methods with horizontal directional drilling (HDD) using 12-inch HDPE SDR 11 casing for all VDOT road crossings. The project encompasses three sections: Carver Street Waterline Extension (Section 1), Kings Highway Water Line Extension to Peach Grove Lane (Section 2), and Kings Highway Peach Grove Lane to Forest Drive (Section 3). Work items include 4,650 linear feet of 6-inch C-900 PVC pipe, 143 linear feet of HDD 12-inch HDPE SDR 11 casing across all sections, ten 6-inch gate valves, sixty service connections, five fire hydrant assemblies, and testing and flushing operations. Section 3 must be substantially completed by August 31, 2026, due to ARPA grant funding requirements, before construction begins on Sections 1 and 2. The bid form requires unit pricing for all line items and identifies mobilization/demobilization, bonding, and material/labor costs as separate bid components.

The contract specifies liquidated damages provisions for failure to meet completion deadlines and requires bidders to submit bid security as either a bid bond or certified check. Bidders must acknowledge receipt of all addenda, certify site familiarity, confirm compliance with federal and state regulations, and verify that subsurface investigations are complete. The revised bid form replaces the original version, and Section 02310 (Jack and Bore) is removed from the technical specifications, with Section 01010 (Summary of Work) updated to reflect the HDD methodology. Technical specifications include sections on erosion and sediment control, submittals, HDD procedures, trenching and backfilling, water distribution systems, seeding, cast-in-place concrete, and contractor training. All work must comply with Virginia Department of Health and Virginia Department of Environmental Quality regulations for potable water supply. The contractor assumes full responsibility for utility locating, material protection, and coordination with utility companies.
