When will the 60 questions component of the solicitation response be provided to Offerer's personnel. Can Offeror receive the questions at least 24 hours prior to the Oral Presentation so that Offeror Personnel are adequately prepared to address each question? 60 minutes caucus time seems a bit short (depending of course on the nature of the unknown questions being asked of Offeror Personnel).
FEMA to discuss with contracting officer. Will clarify prior to issuance of official solicitation.

Oral Presentation is limited to up to two (2) non-plant offeror management personnel plus the six identified plant personnel required. Can the total Offeror Participants be increased to "up to eight (8) participants" to ensure solid corporate representation is on the call for "Other Than Small Business" Offerors?

Due to "reach back" limitations presented in Lines 852-853, Is a contracted Program Manager, Project Manager, Production Manager or Management Representative deemed to be an "Employee" of the Prime Offeror or manufacturing facility for purposes of the Oral Presentation Participants? Offeror limited to 60 minutes to address Governments' 60 question list may limit Offeror's opportunity to present its own presentation of its technical approach and management team qualifications and experience, plus demonstrate how experience and qualifications will ensure the ability to successfully meet the requirements of the solicitation. At what point in the Oral Presentation outline (which Part #) will the 60 minute caucus period for Offeror Personnel be provided?

Is Offeror expected to address answers to the 60 (previously unknown) questions in its Power Point Presentation
(thereby requiring changes to the format, organization and conduct of the presentation during the 60 minute caucus period) or will answers to the sixty questions be provided during the Interactive Dialogue portion of Part 4?
FEMA to discuss with contracting officer. Will clarify prior to issuance of official solicitation.

For "Other Than Small Business" Offerors, due to the requirement of identification of a single Proposed Plant's personnel
(when many plants may be available) and the limitations on the number of personnel, the limitations on the number of corporate management personnel, and the limitation provided by identification of the proposed plant personnel who can attend the Virtual Oral Presentation, it is distinctly possible that the company has additional personnel with significant depth of experience and qualifications that will be prevented from participating in the VIrtual Oral Presentation. For
"Other Than Small Business" Offerors, the number of personnel required across the company to successfully respond to large scale delivery of units following a disaster declaration, the limitation of not having "reach back" assistance available to identified personnel participating in the Virtual Oral Presentation may severely limit the ability of the FEMA identified personnel to adequately address the VIrtual Oral Presentation requirements effectively, given the Part 2 (Technical
Approach and Management Capability) presentation requirements in Lines 775 - 789 for large scale production. Is it in
FEMA's best interest to limit personnel's ability to consult additional Company Senior personnel with depth of qualifications and experience in order to have a clear presentation of the overall (Large) company experience and qualifications and accordingly should this "reach back" limitation be removed for "Other Than Small Business" Offerors?
FEMA to discuss with contracting officer. Will clarify prior to issuance of official solicitation.

A significant challenge to the response is the five year fixed pricing in light of current economic environment, rapidly rising material prices, international trade tensions, and anticipated inflationary forces over the next 60 months. The fixed pricing will require significant assumptions to be made which will affect the reasonableness of fixed unit pricing, particularly for Option Periods Three thru Five. Will the government consider pricing increases tied to a Building Cost
Benchmark Index in order to ensure fair pricing for both the Government and the Offeror?
FEMA to discuss with contracting officer. Will clarify prior to issuance of official solicitation.
61 Scope of Work 2 Finish Will Offeror be expected to warranty Finish Deficiencies including visible scuffs, scratches, spots, smudges, chips, stained surfaces, surface imperfections or finishes after acceptance of the unit into FEMA's Inventory?

The panel boxes are a long way from the exterior service junction box. This entrance wire supplied from the panel box to the junction box in the past has been in conduit. This will need to either run below the floor (chance for damage) or be run in between the I Beams then back and will cause excess work and expense. Should be located closer to junction box.

Protection Details
General Two hour sprinkler test will also impede production of units. NFPA 13D section 11.2.1.3 offers a visual option for checking the pipe system for leakage. Can this be used during Hydrostatic testing to reduce the duration?
Visual inspection is not acceptable.
Attachment 3 APP 2 Appendix C - Fire
Protection Details
General It is difficult to completely drain water out of sprinkler piping after hydrostatic testing. Residual water can be left in drops at heads. What provisions can be applied to ensure system is properly tested and susquantly protected from effects of any residual water?
Pneumatic testing is allowed by the exception in para. 11.1 for the Uponor brand PEX tubing that is now specified for sprinkler systems.

Please clarify, does this mean that the manufacturer merely sets the unit in the closet and secures with ratchet straps for shipment, or does this mean that the manufacture installs and connects the unit for test. commissioning, and start up?
TPS installation at the MHU plant is limited to placement into the TPS closet and securing the unit in place in accordance with the instructions and strapping provided with the TPS. All connections are to be done in the field. MHU manufacturer will need to ensure that the TPS overwrap is removed and that the TPS parts kit (cardboard box) is placed on the floor of the closet.

Draft Solicitation 3 2 3 First Article Inspection only appears to be required on Three Unit Sizes when Four Unit Sizes are included in the solicitation. Will there not be a First Article Inspection of the One Bedroom 13'6" x 42'8" Unit?
A First Article of Inspection for all MHU's is required.
Solicitation document wording will be revised.
Draft Solicitation 21 557 579 Page 22, Line 618 defines "Defect" for purposes of the Manufacturer Warranty. Does the Govt expect the Manufacturer to warranty and repair damage by staging yard personnel or contractors after acceptance of the unit?
FEMA does not require the Vendor to warranty damage done by staging yard personnel or contractors.
Draft Solicitation 31 924 931 Solicitation states that "If deficiences are found…Contractor will have one (1) business day to … repair deficiencies and deliver to FEMA … or FEMA may elect to reject the unit." Past experience has shown location of staging yards and extensive parts inventory required by contractors at the staging yard, one (1) business day turn around is very tight. Can this be changed to three (3) days?
Yes. Three (3) business day turn around will be required.
Solicitation document wording will be revised.
Draft Solicitation 30 901 908 In past, different inspectors with differing experience and backgrounds interpret issues with units differently producing the opportunity for a second inspection failure. Will second inspection only inspect items listed as deficient on the first inspection or will additional inspected items noted in the second inspection but not noted in the first inspection be given a second option for correction before FEMA rejects unit and requires the unit to be withdrawn?

Draft Solicitation 56 1826 1840 Since the Oral Presentation and the answers provided to the 60 questions is a very important component of the solicitation response, can questions be provided to Offerer's at least 24 hours prior to the Oral Presentation so that
Offeror Personnel are adequately prepared to address each question? 60 minutes caucus time seems a bit short
(depending of course on the nature of the unknown questions being asked of Offeror Personnel).
See 53 - FEMA to discuss with contracting officer. Will clarify prior to issuance of official solicitation.
Draft Solicitation 57 1848 1867 Oral Presentation is limited to up to two (2) non-plant offeror management personnel plus the six identified plant personnel required. Can the total Offeror Participants be increased to eight (8) participants to ensure solid corporate representation is on the call for "Other Than Small Business" Offerors?
See 54 - FEMA to discuss with contracting officer. Will clarify prior to issuance of official solicitation.
Draft Solicitation 57 / 59 1860 1867 Due to "reach back" limitations presented, Is a contracted Program Manager, Project Manager, Production Manager or
Management Representative deemed to be an "Employee" of the Prime Offeror or manufacturing facility for purposes of the Oral Presentation Participants? Manufacturers may elect to contract with key management personnel for production when FEMA orders are anticipated.
See 55 - FEMA to discuss with contracting officer. Will clarify prior to issuance of official solicitation.
Draft Solicitation 57 1838 1840 Offeror limited to 60 minutes to address Governments' 60 question list may limit Offeror's opportunity to present its own presentation of its technical approach and management team qualifications and experience, plus demonstrate how experience and qualifications will ensure the ability to successfully meet the requirements of the solicitation. At what point
(which Part #) will the 60 minute caucus period for Offeror Personnel be provided? (prior to the start of the Oral
Presentation, during Part 1 of the Oral Presentation, or during the same time the Government is caucusing in Part 3)?
See 56 - FEMA to discuss with contracting officer. Will clarify prior to issuance of official solicitation.
Draft Solicitation 57 1838 1840 Is the 60 minute period Offeror Caucus provided prior to start of the Oral Presentation in Part 1 or prior to Part 4 as basis for the Interactive Dialogue?
See 57 - FEMA to discuss with contracting officer. Will clarify prior to issuance of official solicitation.
Draft Solicitation 58 1838 1840 Is Offeror expected to address answers to the 60 (previously unknown) questions in its Power Point Presentation
(thereby requiring changes to the format, organization and conduct of the presentation during the 60 minute caucus period) or will answers to the sixty questions be provided during the Interactive Dialogue portion of Part 4?
See 57 - FEMA to discuss with contracting officer. Will clarify prior to issuance of official solicitation.
Draft Solicitation 58 1826 1840 Will FEMA provided the virtual video platform for the Virtual Oral Presentation or is the Offeror to provide the virtual video platform?
See 58 - FEMA to discuss with contracting officer. Will clarify prior to issuance of official solicitation.
Draft Solicitation 59 1882 1883 For "Other Than Small Business" Offerors, due to the requirement of identification of a single Proposed Plant personnel
Approach and Management Capability) presentation requirements for large scale production. Liniting the ability to consult additional Company personnel with depth of qualifications and experience in order to have a clear presentation of the overall (Large) company experience and qualifications may not be in FEMA's best interest. We suggest this "reach back" limitation be removed for "Other Than Small Business" Offerors.
See 59 - FEMA to discuss with contracting officer. Will clarify prior to issuance of official solicitation.
126 Draft Solicitation 59 1917 1924
In light of current economic environment, rapidly rising material prices (particullarly forest products), international trade tensions, and anticipated inflationary forces over the next 60 months, five year fixed pricing appears to be very difficult and will require significant assumptions to be made which will affect the reasonableness of fixed unit pricing. Will the government consider pricing increases tied to a Building Materials Cost Benchmark Index rate in order to ensure fair pricing for both the Government and the Offeror?
See 60 - FEMA to discuss with contracting officer. Will clarify prior to issuance of official solicitation.
127 Scope of Work 2 Finish Will Offeror be expected to warranty Finish Deficiencies including visible scuffs, scratches, spots, smudges, chips, stained surfaces, surface imperfections or finishes after acceptance of the unit into FEMA's Inventory?
