This document contains four concurrence letters from Design Approval Primary Inspection Agencies (DAPIAs) and one letter from an engineering firm regarding eight manufactured housing unit designs. The DAPIAs, ICC NTA, PFS, RADCO, and T.R. Arnold & Associates, reviewed the designs and supporting documentation on behalf of Building Inspection Services and confirmed compliance with HUD construction and safety standards. T.R. Arnold's letter identifies two remaining items to address in drawings 14B1-2 and 14B3-7/14F3-7. With those revisions, the designs meet HUD requirements for manufactured homes.
The second document is a draft solicitation from the Federal Emergency Management Agency to obtain commercial manufactured housing units to respond to disaster-related housing needs. Interested parties are encouraged to provide questions, comments and suggestions on the draft by August 10, 2020. Submissions should be sent to the specified email address using the attached comment matrix. The solicitation will result in multiple award indefinite delivery indefinite quantity contracts for the housing units.

Dear Mr. Goldstein:
The PFS DAPIA staff has reviewed the revised eight (8) MHU designs and associated engineering documentation with the correction matrix sent to us on December 23, 2019, and the designs on January 7, 2020. We have verified that the eight (8) MHU designs and engineering documentation reviewed comply with the applicable HUD requirements in 24 CFR 3280 – Manufactured Home Construction and Safety Standards and 24 CFR 3280 – Manufactured Home Procedural and Enforcement Regulations.

Dear Mr. Goldstein, In accordance with the agreement contract between Building Inspection Service, Inc, (BISCO) and RADCO, RADCO has performed the following tasks:
1. RADCO reviewed the FEMA FedBizOpps.Gov posted designs packages, floor plans, and engineering documents (including calculations).
2. RADCO initially determined that those design packages include minor deviations/issues that require correction/clarification.
3. RADCO provided BISCO with a deviation report with recommendations.
4. RADCO performed the same type of review as if its client sent this package to be approved in their DAPIA manual.
5. After FEMA/BISCO reviewed all the DAPIA responses, the NextGen Review Comment Matrix and Appendices A-C were shared with Radco.
6. FEMA/BISCO sent to Radco a revised set of drawings on 01/07/2020
7. Radco reviewed the revised documents and found that all comments have been properly addressed, and satisfactory corrections/clarifications have been provided.
Conclusion:
RADCO concludes that the final designs meet the applicable HUD requirements in 24 CFR 3280 the MANUFACTURED HOME CONSTRUCTION AND SAFETY STANDARDS and 24 CFR 3282 the MANUFACTURED HOME PROCEDURAL AND ENFORCEMENT REGULATIONS if submitting with all required information not specific to a manufactured home designs and floorplans.

RE: HUD/FEMA Design Packages Approvable
Mr. Goldstein:
This letter is being provided per the DAPIA Contract Agreement between Building Inspection Services, Inc. (BISCO) and T.R. Arnold and Associates, Inc. (TRA) dated September 11, 2019. TRA was provided design documents by BISCO for each of the following models: FEMA 8B, FEMA 8F, FEMA 14B1, FEMA 14B2, FEMA 14B3, FEMA 14F1, FEMA 14F2 and FEMA 14F3. TRA provided design review services and a written deviation report to BISCO for each model. Revised design documents were subsequently provided for TRA’s review. Upon final review, the following items were still outstanding and will need to be revised.
Drawing Deviation Code Reference 14B1-2 Comment Matrix Item # 130: The RAG was removed from the closet area. However, there is a RAG remaining above Bedroom 1 door. This is a Packaged Heating System with vents in the ceiling and jumper duct for return air.

Comment Matrix Item # 164: The noted revised water line drawings now have 5 cold water line fixtures on a ½” line. The code table allows only 4 fixtures on a ½” water line.

With the above listed items revised, the designs meet the applicable HUD requirements in 24 CFR 3280 the Manufactured Home Construction and Safety Standards and 24 CFR 3282 the Manufactured Home Procedural and Enforcement Regulations, if submitting with all required information not specific to a manufactured home’s designs and plans.
