About this file

This is a Common Carrier Attestation form required by Pinellas County, Florida for the Artificial Reef - Tire Removal Project. The attestation is a compliance document that contractors must complete and submit as part of their proposal for marine salvage and debris removal services to extract approximately 3,300 tires from five artificial reef areas off the Pinellas County coast: the Clearwater Artificial Reef (approximately 2,900 tires), Rube Allyn Reef Area (approximately 160 tires), St. Pete Beach Artificial Reef (approximately 60 tires), Treasure Island Artificial Reef (approximately 70 tires), and Madeira Beach Artificial Reef (approximately 110 tires). Recovered materials must be transported via vessels and unloaded into County-provided containers at the Artificial Reef Program Staging Area at Sand Key Park in Clearwater. Proposals are due electronically by April 16, 2026 at 3:00 p.m., with no scheduled site visits or pre-bid conferences. The contract term is twelve months from the date of award with one optional twelve-month renewal period available at the same prices and terms.

The Common Carrier Attestation requires an authorized contractor representative to declare under penalties of perjury that the contractor is in conformity with Florida Statute 92.525 and will not willfully provide services to transport unauthorized aliens into Florida, except to facilitate detention, removal, or departure. A "common carrier" is defined as any person, firm, or corporation undertaking for hire as a regular business to transport persons or commodities and offering services to the public. The attestation must include the signatory's name, signature, date, Federal Work Authorization User Identification Number, and the name and contract number of the Pinellas County contract. The County reserves the right to terminate the agreement for cause if the contractor is found in violation of this attestation.
