About this file
This is a Common Carrier Attestation form required by Pinellas County, Florida for the Artificial Reef - Tire Removal Project. The attestation certifies that the contractor complies with Florida Statute 92.525 and will not knowingly transport unauthorized aliens into Florida during the contract term, except to facilitate detention, removal, or departure from the state or United States. An authorized representative of the contractor must execute the attestation under penalty of perjury, providing their signature, printed name, date, Federal Work Authorization User Identification Number, and the Pinellas County contract name and number. The county reserves the right to terminate the contract for cause if the contractor violates this attestation.

Contractors must also submit a Human Trafficking Affidavit, a Foreign Countries of Concern Affidavit, and register with the E-Verify system. The Common Carrier Attestation specifically applies to contractors classified as common carriers—persons, firms, or corporations that undertake transportation of persons or commodities for hire as a regular business. All attestations must be notarized and submitted with proposals by the April 16, 2026 deadline at 3:00 p.m. through the OpenGov procurement website.
