About this file
This is a Single Source Justification (Simplified Acquisition) form for an Air Force Research Laboratory (AFRL/RQ) Uninterruptible Power Supply (UPS) annual service contract. The document justifies sole-source procurement of maintenance services from VERTIV, Inc. for their branded UPS systems located in buildings F\21604, F\21601, F\21622, and F\20146.
The justification explains that VERTIV's proprietary parts and certifications require Factory Qualified technicians to maintain system integrity through troubleshooting, parts replacement, and preventative maintenance. While market research identified four vendors (including CDW-G, Uptime Solutions, and VERTIV corporate) that can provide VERTIV technician services, the contracting officer determined under FAR 13.106-1(b)(1) that only a single source is reasonably available. The contract is not a bridge action, and RQOO will continue monitoring the market for alternative vendors for future installations. No contract cost estimate or purchase request number is provided in the document.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: AFRL/PZLEQ
Project/Program Name: AFRL/RQ UPS Annual Service Contract
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
AFRL/RQ has Uninterruptable Power Supplies (UPS) in F\21604, F\21601, F\21622, and F\20146 that need Preventative Maintenance. Additionally, a service agreement is needed to cover troubleshooting and support on an ongoing basis.
The UPS systems are mission critical to researchers in the referenced buildings.
Section C: Justification for Soliciting from a Single Source or Brand Name
The UPS systems are VERTIV branded items. The parts and certifications are proprietary to VERTIV, Inc. the original equipment manufacturer (OEM)/vendor of the UPS systems. In order to ensure the integrity of these mission critical UPS systems it is necessary to have a formal certification by Qualified Factory technician. This service includes troubleshooting, replacement of perishable parts, and preventative maintenance. VERTIV provides OEM equipment maintenance services and offers experience in working with and servicing VERTIV UPS systems. RQOO has experience that VERTIV provides quality preventative maintenance and emergency response time with Factory Qualified technicians. Other service providers cannot restore a VERTIV UPS to Factory Condition with VERTIV parts.
Section D: Efforts to Obtain Competition
Market research indicates that there are four vendors that can supply the service through use of VERTIV technicians. CDW-G, Uptime solutions, and VERTIV corporate are all able to provide the required service and parts as required.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
RQOO will continue to monitor the market for other vendors capable of providing similar equipment for future installations.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
