1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. [X] If this box is selected, then the procedures of FAR 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services are being followed for this acquisition.
3. This solicitation is being issued as a Request for Proposal (RFP). The Request for Proposal (RFP) number FA485525R0008 shall be used to reference any written proposal provided under this RFP.
4. This solicitation document and incorporated provisions and clauses are those in effect through:

5. This requirement is being set-aside for: 100% Small Business Set-Aside.
The North American Industry Size Classification System (NAICS) code associated with this requirement is 811210 which has a small business size standard of $34.0M.
Description:
This is a non-personal service: Maintenance to the microwave system service support to include servicing, troubleshooting, technical services, repairing, replacement part installation, and equipment and systems restoration services to provide continuous and reliable operations of the microwave signals at CAFB, Chavez Manor (CM), and MAFR. Services shall be performed IAW the Federal Communication Commission (FCC), Original Equipment Manufacturers (OEM) specifications, and follow all the outlined maintenance systems IAW the PWS. In the event of unscheduled service outages, the contractor shall respond and restore all equipment IAW the PWS. Equipment and systems to be service are listed within Appendix A of the PWS.

*FAR Provision 52.212-1, Instructions to Offerors – Commercial Items (September 2023) applies to this acquisition and the following addendum applies:
Paragraph (a) – North American Industry Classification System (NAICS) code and small business size standard first sentence revised as follows: “The NAICS code and small business size standard for this acquisition appear above.”
Paragraph (b) – Submission of offers is revised as follows: “Offers shall submit signed and dated offers as specified herein prior to the due date and time specified in this solicitation. Offers may be submitted on the SF 1449 (attached) or company letterhead. As a minimum, offers must show –
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, telephone number, and email address of the offeror;
(4) Technical Capability, limited to no more than six (6) pages. The offeror shall submit a written approach that demonstrates a clear understanding of the overall contract requirements. The offeror shall specifically answer the following in its submittal:
a. Offeror must state all work will be completed in accordance with the Performance Work Statement (PWS) as applicable and discuss the Offeror’s work plan and schedule for execution.
b. Offeror must demonstrate that it possesses all the required expertise, knowledge, equipment, and tools required to meet the Government’s objectives as identified in the (PWS).
c. Equipment – The offeror shall describe how it will ensure continued performance of services in the event of equipment failure. Offeror should demonstrate knowledge and understanding of the limited availability of resources in the local area around Cannon AFB, NM.
(5) Terms of any express warranty;
(6) Price:
a. Offeror must complete and return Attachment 04- Price List. All CLINS must be filled out to be considered responsive.
b. Total Evaluated Price (TEP) – The Offeror's total offered price will be determined by multiplying the quantities identified in the Combined Synopsis by the unit price, limited to two decimal places for each line item, to confirm the extended total amount for each line item. The sum of all extended amounts will be the Offeror's total offered price. Only TEP will be used for evaluation purposes.
Instructions to Offerors
c. The Government will correct any apparent mathematical miscalculations, such as the extended amount not equal to the unit price multiplied by the number of units, to determine the Total Evaluated Price (TEP).
(7) “Remit to” address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgement of Solicitation Amendments, if any;
(10) Past performance information to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers, summary of contract, and total contract price).
(11) If the offer is not submitted on the SF 1449, offer shall include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration.”
Paragraph (c) – Period of Acceptance of Offers is revised as follows: “The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicit

All proposals must be received prior to the Proposal Due Date and Time to be considered. Late proposals WILL NOT be accepted. A proposal is considered late if it is not received in the email inbox of the Contract Specialist listed herein prior to the due date and time. Anything otherwise can and will be considered nonresponsive. You may wish to place a read/delivery receipt.

All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.
FAR Provision *52.212-2, Evaluation -- Commercial Items (November 2021), applies to this acquisition and the following evaluation is applicable:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers:
Factor 1 – Technical Capability: Technical Acceptability is achieved when the offeror provides their written approach that demonstrates a clear understanding of the overall contract requirements along with their Work Plan that describes in detail the procedures to be taken for preventive maintenace inspections along with continuation of mission esstential services during crisis IAW PWS. Additionally, provide how it will ensure continued performance of services in the event of equipment failure. Offeror shallould demonstrate knowledge and understanding of the limited availability of resources in the local area around Cannon AFB, NM.
Factor 2 – Past Performance: Past Performance Technical Acceptability is achieved when a list of no more than three (3) references for recent and relevant contracts are provided with the required information listed.
Factor 3 – Total Evaluated Price (TEP): Award will be made to the lowest priced proposal meeting all other evaluation criteria. As part of the price evaluation, the Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 by adding one-half of the offeror's final option period prices to the offeror's total price. The FAR 52.217-8 pricing will not be used as part of the TEP nor will be used for any award decision.
Technical Capability and Past Performance, when combined are equal to Price.
Proposals initially will be ranked from lowest to highest based on Total Evaluated Price (TEP). The Government will then evaluate the three lowest priced proposals for Technical Acceptability. The
Evaluation Criteria
Government reserves the right to evaluate additional proposals for technical acceptability if deemed to be in the best interest of the Government. If additional proposals are evaluated for technical acceptability, they will be evaluated in the order of TEP, lowest to highest. Award will be made to the responsible vendor, in accordance with FAR subpart 9.1, as supplemented, whose proposal is the lowest TEP meeting all other evaluation criteria.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
