1. Description of Services
1.1 Scope of Work
The Contractor shall provide all personnel, transportation, equipment, tools, materials, supervision and other items and services necessary to perform Microwave Systems Support Services for Cannon Air Force Base and Melrose Air Force Range, New Mexico in accordance with (IAW) all applicable federal, state and local laws and regulations. The contractor shall provide maintenance system support to include servicing, troubleshooting, technical services, repairing, replacement parts installation, and equipment and systems restoration services to provide continuous and reliable operation of the Microwave Infrastructure at Cannon Air Force Base (CAFB), Chavez Manor (CM), and Melrose Air Force Range (MAFR), New Mexico.
Further references to CAFB in this PWS will automatically be inclusive of CAFB Proper, CM, and MAFR. The contractor shall perform all services in accordance with the Federal Communication Commission (FCC) and Original Equipment Manufacturers (OEM) specifications.
1.2 Continuation of Mission Essential Services during Crisis
IAW Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.237-7023, Continuation of Essential Contractor Services, Microwave Systems Support Services PWS Appendix A are essential for Contractor performance during a crisis according to DODI 3020.37, Continuation of Essential DoD Contractor Services During Crises. Specified hours of operation will be provided for continuation of services for each instance as required. The contractor will be notified verbally and/or in writing by the Contracting Officers Representative (COR) or the on-site commander of the assigned unit when services are essential for performance during a crisis. In the event of a crisis, additional areas may be identified by the Contracting Officer (CO). The Contractor may be required to support base mission changes; major or minor Microwave Systems Support Services modifications; and other support requirements necessary for the Microwave Systems Support Services to meet mission requirements. Base exercises or actual ongoing base security events frequently interrupt missions. Support requirements may originate from technology changes, hardware and software systems upgrades, reconfigurations, and new or additional equipment installations or upgrades. This includes routing/diversity requirements and any other environmental changes that could impact or alter the Microwave Systems Support Services.
1.3 Preventative Maintenance Inspections (PMIs)
1.3.1 PMI Requirements
The Contractor shall perform PMIs on all systems covered in Appendix A of this PWS. PMIs services shall include, but are not limited to troubleshooting, technical services, reconfiguring infrastructure equipment, reprogramming microwave systems and support equipment, antenna alignment checks, signal strength checks, cleaning (dust, dirt, etc.), general systems diagnostics, grounding checks, or any other items identified IAW OEM recommended specifications.
1.3.2 PMI Schedule
The Contractor shall submit a monthly PMI Schedule to the Contracting Officer, within 15 calendar days after contract award for the base year for approval acceptance and within 15 calendar days of exercised options. Any changes to the PMI Schedule throughout the Period of Performance will require coordination with the COR and acceptance by the CO.

1.3.3 Fault Reporting & Restoral
The Contractor shall identify and correct problems/faults on microwave systems components. If a hardware component problem/fault is discovered during a PMI, the contractor shall immediately notify the COR or CO to determine if the problem/fault will be corrected during the current PMI, the next PMI, or as an emergent maintenance/repair. If the COR or CO determines the problem/fault to be emergent, an emergency maintenance/repair request shall be made IAW paragraph 1.4.4.
1.3.4 Incidental & Consumable Parts
The Contractor shall, as a cost included in the PMI and at no additional cost to the government, supply incidental and consumable parts such as nuts, bolts, connectors, etc. as needed. The Contractor shall bear the cost of needed incidental and consumable small parts, up to $10 each part, as required. Any needed replacement parts with a material cost, including any applicable sales tax and/or shipping, more than $10.00, shall be identified in writing to the COR and CO for the creation of a materials and repair estimate.
1.3.5 Component Upgrades
The Contractor shall make recommendations to the COR or CO for upgrading components or to increase efficiency of the systems, as needed. The contractor must maintain the equipment with current technology regarding design, development of systems or advanced equipment like those implemented and discuss recommended updates, changes or strategies with the COR or CO. The contractor shall provide information regarding technology advancement to the COR and CO.
Any recommendations that may incur costs shall be routed through the COR and CO for evaluation IAW paragraph 1.3.4
1.4 Outages & Restoration
1.4.1 Contractor Availability
The Government shall be able to contact Contractor POC, as designated after award, 100% of the time. The Contractor POC shall respond in case of emergencies, outages, alerts and exercises, 24 hours a day, seven days per week. The Contractor POC shall report for duty and provide services as necessary until the emergency, alert, or exercise is completed.
1.4.2 Scheduled Outages
Contractor POC shall identify, coordinate, and schedule service outages with the COR. The Contractor POC shall schedule such outages to minimize inconvenience to users based upon Government user work schedules. This may require working outside of normal duty hours. The user must release all affected equipment and circuits prior to any service disruption. The Contractor POC shall follow established local procedures, provided by the Communications Focal Point, for scheduling and implementing scheduled outages. Notification shall include the reason for the interruption, start and stop times, duration and the equipment, lines, and buildings affected.
1.4.3 Restoral Timeline
The Contractor has seven (7) calendar days to restore a non-operational piece of equipment to an operational status once notified by the COR or CO. Should parts need to be ordered or equipment sent to the manufacturer for repair, the restoral time may be placed on hold until parts
CUI//Controlled Unclassified Information 5 are received, or equipment is returned from manufacturer as mutually agreed upon between the contractor and either the COR or CO.
1.4.4 Emergent Maintenance/Repairs
The Contractor shall provide emergent maintenance/repairs services for any microwave system covered under this contract, when notified by the COR or CO. The Contractor shall restore the system(s) to operational within seven (7) calendar days or in accordance with paragraph 1.4.3.
The Contractor shall be reimbursed a per diem (flight/mileage, lodging, and food), for no more than two (2) persons, for travel, as determined by the Joint Travel Regulation (JTR). Per Diem shall be invoiced under contract line-item number (CLIN) X003. Emergent maintenance/repairs shall be invoiced under CLIN X002.
1.5 Reports
1.5.1 Standard Service Reports
The contractor shall provide a monthly services report on all microwave systems to the Government via email to the COR, and as an attachment to the Wide Area Workflow (WAWF) invoice within 10 business days after the month such services were rendered. The report formatting may be as determined by the contractor however, it shall be easily readable by the government. The report shall, at a minimum, include the contract number, servicing time stamps, address all systems identified within this PWS to include components which were serviced and their respective building numbers, all problems & faults discovered, and a PMI checklist for each respective system.
1.5.2 Emergent Maintenance/Repairs Service Reports
The contractor shall provide a monthly service report for all emergent services provided. This report shall be sent to the Government via email to the COR and shall be attached to the WAWF invoice within 10 business days after the month such services were rendered. The report formatting may be as determined by the contractor however, it shall be easily readable by the government. The report shall, at a minimum, include the contract number, servicing time stamps, address all systems serviced and their respective building numbers, all problems & faults discovered, fully burdened labor hours worked (annotate overtime hours), system component replacement costs (if applicable), equipment rental costs incurred (if applicable), and per diem incurred because of any emergent services rendered. Any materials purchased shall follow the CLINs IAW paragraph 1.3.4.
1.6 Contractor’s Quality Control Program
The Contractor shall establish, operate, and maintain a highly effective and open quality control program for all services provided under this PWS. The Government will rely upon Contractor documentation for all services performed subject to periodic review and validation. The Contractor shall establish and monitor a customer feedback system for correction of validated complaints and notification of corrective action to customer. The Contractor shall retain Quality Control documentation on site in an orderly manner and make it available for Government review, if requested.

1.7 Re-Performance of Service
If services rendered under Section 3, Service Delivery Summary, do not meet the required thresholds, the Contractor shall re-perform these services at no additional cost to the Government upon notification by the CO.
1.8 Progress Meetings
The Contractor may be required to meet at least monthly, during scheduled PMI, with the CO and the COR at the beginning of the contract. Subsequent meetings will be on an as needed basis. However, the Contractor may request a meeting through the CO, at any time.
2. General Information
2.1 Security Forces, Fire Protection and Medical Services
On CAFB: Contact the appropriate agency in case of emergency by dialing 911 from a base telephone. If dialing 911 from a cell phone, the call may be automatically routed to an off-base agency, such as the city of Clovis or Portales, NM. Be clear about whom you are communicating with and what your situation requires. The Cannon AFB Medical Clinic will respond in the event of an emergency (life or limb) during normal hours of operation, and will transport contractor employee(s), if necessary, to one (1) of the local hospitals. The contractor shall reimburse the government for these services.
2.2 MAFR Access Requirements
The Government will provide the required RSO training for access to MAFR. To gain access to MAFR, two (2) weeks prior to the scheduled PMI, a reminder call to the COR will be made so the COR can obtain a “Mission Number” for de-confliction at the weekly MAFR meeting.
Without a “Mission Number” access to MAFR will not be authorized. The Contractor will obtain the Mission Number from the COR prior to arrival at MAFR. If a change to the PMI Schedule is needed the Contractor shall notify the COR or CO immediately but no less than two
(2) business days notification to ensure MAFR access or ensure an escort is available for MAFR access.
2.3 Physical Security
The Contractor shall safeguard all government property. At the close of each work period, facilities shall be secured, normally by the Facility Manager, or their designee. Approved work outside normal work hours shall be coordinated with both the CO and the Facility Manager or their designee to ensure the facility is secure once the Contractor has completed their work.
2.3.1 Security Reporting Requirements
Contractor personnel shall report to Security Forces, phone number: 575-784-4111/4112, any information or circumstances which they become or are aware of that may pose a threat to the security of Department of Defense (DoD) personnel, Contractor personnel, resources, classified or unclassified defense information, and facilities.

2.4 Accident/Incident Reporting and Investigation
The Contractor shall record and report all available facts relating to each instance of accidental Government property damage or Contractor personnel injury to the COR within two hours of the incident. The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the CO. If the Government elects to investigate the incident, the Contractor shall cooperate fully with the COR, CO, and other Government investigation personnel until the investigation is completed.
2.5 Vehicles
The Contractor shall provide and maintain all vehicles necessary to perform the requirements of this contract. Contractor vehicles shall have the company name prominently displayed on both sides of the vehicles. Vehicles shall be clean and always have a neat, professional appearance.
All vehicles shall be in operable condition. Vehicle repairs, other than emergency repairs, shall not be accomplished on CAFB or MAFR. Equipment failure shall not alleviate the Contractor from performing any requirement contained in this contract. Vehicles/equipment operators shall possess a valid driver’s license.
2.5.1 Traffic Laws
Contractor employees shall comply with all base traffic regulations. The Contractor is not permitted to use cell phones on CAFB or MAFR while operating a moving vehicle, unless the devise is used hands-free.
2.6 Weapons, Firearms, and Ammunition
Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicles or privately-owned vehicle while on CAFB or MAFR.
2.7 Sub-Contractor Compliance
The Contractor shall be responsible for ensuring Sub-Contractors satisfy the requirements set forth in the contract. The Contractor shall include a provision in all subcontracts to require Sub- Contractor compliance with terms and conditions of this contract.
2.8 Personnel Qualifications
The Contractor is solely responsible for ensuring sufficient personnel are assigned to this contract and all personnel are qualified to perform the requirements listed herein, including those qualifications required by the OEM requirements to maintain, install, or operate the equipment covered by this contract. The Contractor shall ensure personnel also meet the criterion stated in its proposal for this requirement.
2.8.1 Personnel List
The contractor POC shall maintain a current listing of employees who will be working under this contract for each Period of Performance (PoP). A copy of the initial listing shall be provided to the CO at the pre-performance conference. When there is a change in personnel working under this contract an updated list shall be provided to both the COR and CO within 5 calendar days of the change. The contractor shall retrieve all identification media from employees who depart for
CUI//Controlled Unclassified Information 8 any reason before the contract expires (e.g., terminated for cause, retirement, etc.), and upon completion of the contract. Contractor shall turn in all retrieved identification media to the Security Forces.
2.8.1.1 Base Access
Base Passes. The contractor POC shall provide at the pre-performance conference the name of two (2) individuals who will be responsible for contract employees while performing on CAFB and MAFR. These individuals will be required to attend sponsor training provided by Security Forces Personnel. Once they have completed sponsor training, these individuals will be responsible for obtaining worker passes onto Cannon AFB, NM under this contract.
2.8.2 Point of Contact
The contractor POC shall provide a point of contact that will be responsible for performance of the work. The name of the contract manager and an alternate(s) shall be designated in writing to the Contracting Officer, no later than 15 calendar days after contract award.
2.8.3 Contractor Identification
Contractor employees shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.
2.9 Work Hours
Work hours are 7:30 a.m. to 4:30 p.m. (MST/MDT), Monday through Friday, except for U.S.
Federal holidays, emergency services, and 24-hour remote support services. The Contractor will be notified by the COR or CO seven (7) calendar days in advance if work is to be conducted outside of the normal work hours. Should the Contractor find they need to work outside the normal work hours once they have started performing their scheduled PMI, they will contact the COR or CO immediately so arrangements can be made. Additionally, if the Contractor knows they will need to work outside normal work hours prior to arriving to CAFB or MAFR, a request must be submitted to the COR or CO a minimum of seven (7) calendar days prior to the requested day.

When a holiday occurs on a Saturday, Federal employees are normally granted the previous Friday as the holiday observance. When a holiday occurs on a Sunday, Federal employees are normally granted the following Monday as the holiday. The Contractor shall work on the days the Government is scheduled to work.
2.10 Overtime
Overtime premiums are not reimbursed by the Government under the terms of the contract as it is included within the prices proposed; therefore, change in shift or shift premiums/reimbursement shall be negotiated solely between the Contractor and its employees IAW applicable labor laws.
2.11 Safety, Security, and Environmental Meeting
The Contractor shall initially meet with appropriate local safety and health, security, environmental, and civil engineering offices within ten days after start of contract performance to:
(1) Determine any site-specific security requirements and ensure compliance by all personnel.
(2) Climbing Hazard Safety IAW DAFMAN 91-203, Para. 28.2.2
(3) Radiation Hazard Safety IAW DAFMAN 91-203 Para. 28.2.3
2.11.1 Green Procurement Program (GPP).
In performance of this contract, the Contractor shall use Environmental Protection Agency (EPA) designated recycled content products, Information Technology (IT) Energy Star products/appliances, Federal Energy Management Program (FEMP) Designated Energy Efficient Low Stand By Power products/appliances, U.S. Department of Agriculture (USDA) Bio based/Bio preferred products, Environmentally preferable products, Electronic Product Environmental Assessment Tool (EPEAT) registered products, Water Sense or other water efficient products, non- or Low Ozone depleting substances under the Significant New Alternatives Policy (SNAP), non- or Low toxic or hazardous constituents (e.g. non- VOC paint) and any other environmentally sustainable product/method, to the greatest extent possible.3.
3. Service Delivery Summary (SDS) The contract service requirements are summarized in Performance Objectives that relate directly to essential mission needs. The Performance Threshold briefly describes the minimally acceptable levels of service for each requirement. The SS provides information on contract requirements, the expected level of Contractor’s performance and the expected method of Government validation and confirmation of services provided.

3.1 Inspection of Services
The Government has the right to inspect all services identified within by the contract (SDS and Non-SDS items), to the extent practicable always and places during the term of the contract.
3.2 Memorandum for Record (MFR)
If the COR finds that the Contractor has deviated from established standards, but the deviation has little bearing on the service provided, the COR will document the finding in a memorandum for record (MFR). However, if the COR repeatedly identifies the same minor finding, it may be an indication that a major finding is occurring because the Contractor has not taken proper steps to prevent recurrence.
3.3 Corrective Action Report (CAR)
When the Contractor fails to meet contract performance requirements, the Government COR, CA, or CO may prepare a CAR. This report is forwarded to the CO for review, and subsequently processed through the Contractor for action/explanation before being returned to the CO. Upon receipt, the CO will review the response and determine whether to accept the Contractor's position, determine corrective action (reduction in the monthly payment due to unacceptable performance, cure notice, show cause, etc.), or take other appropriate contractual action. The Government reserves the right to make a partial payment for services performed prior to receipt and evaluation of the Contractor's response to a CAR.

C.6 Vendor Documents See Original Equipment Manufacturers’ web sites. Contractor is responsible for obtaining and maintaining OEM manuals or other documentation necessary on-site for operating, maintaining, upgrading, and/or repairing equipment specified in appendix C of this PWS. Contractor shall also make available such documentation to COR (for viewing) to ensure compliance with OEM guidance.
