I - TECHNICAL

52.212-2 Evaluation--Commercial Products and Commercial Services (Nov 2021) – ADDENDUM

BASIS FOR CONTRACT AWARD: This is a commercial service acquisition under the authority of RFO Part 12, Acquisition of Commercial Products and Commercial Services. Government evaluation will be conducted on received quotation considering the evaluation factors listed herein. Consistent with simplified procedures the quotation will be evaluated in accordance with RFO 12.203(c)(2). Comprehensive evaluation will be utilized whereby the government will scrutinize received quotation meeting the requirements as defined in Addendum to 52.212-1 and 52.212-2. The government reserves the rights to determine the awardee’s offer as advantageous by providing the required services or exceeding the minimum standards, even though not being required to do so.

This selection will be based on an integrated evaluation of the factors as described below.

I: Technical II: Price

I Technical evaluation:

The technical evaluation provides an assessment of the Offeror’s demonstrated understanding and capability to meet the Government’s requirements and will be rated on an acceptable/unacceptable basis at the subfactor level IAW the criteria provided for each subfactor.

The government will evaluate each proposal against the entire SOO; however, the following factors will be evaluated more closely:

DESIGN. This sub factor is met when the Offeror provides a detailed installation plan that demonstrates a comprehensive and effective approach for accomplishing the objectives of the SOO specifically as identified below:

a. A design that sufficiently demonstrates that all aspects of the SOO are clearly understood by addressing each entry in SOO. Vendors proposal provides a paragraph cross reference to contractors’ proposal.

b. List of materials, including the material specifications and the lead times for the materials required under the contractors’ proposal.

c. A sound methodology and time schedule for testing the system. Proper resolutions of unsatisfactory test results and timeline for correcting any deficiencies.

QUALITY CONTROL PLAN. This sub factor is met when the Offeror provides a quality control plan that includes quality control definition, approach for quality control and how it will be applied, and methods for handling deficiencies.

STAFFING PLAN. This sub factor is met when the Offeror provides a staffing plan that meets the following criteria:

a. A description of labor categories, number of personnel in each category, and short position title(s) indicating a sufficient number of on-site/off-site personnel in each category required to meet all contractual requirements.

b. Evidence of training, experience, qualifications, certifications, and security clearances of the proposed on-site/off-site personnel.

Evaluation Criteria

SCHEDULE. This sub factor is met when the Offeror provides

a. A schedule identifying the applicable milestones of the project through completion to include any required data submittals IAW SOO Section 5.

b. Period of Performance for the project shall be determined based on the proposed schedule and actual contract award date.

A failure in one or more of the four Technical subfactors will result in an unacceptable rating for the Technical Factor.

II Price Evaluation:

The reasonableness of the quotation will be determined on the total evaluated price (TEP). Quoter should give her/his most competitive price. As this requirement is commercial and will result in a "firm-fixed-price", a comparison of quoter's total price with other Government contracts for a comparable effort may be conducted for price analysis, in determining the price fair and reasonable. If such comparison is not viable, price analysis will be conducted to determine the reasonableness of the Offeror’s price proposal. It is anticipated that price reasonableness will be determined by adequate competition. The Government may determine that the offer is unacceptable if the prices are significantly unbalanced.

IMPORTANT NOTE: The listing above IS NOT in any order of importance.
