Combined Synopsis/Solicitation / 140A0425R0001for the Bureau of Indian Affairs Rocky Mountain Region has established this Solicitation for Bid request, for Phase I Security System Upgrade-CCTV, Door Access, Door Control, Intercom, Cell Check, and Type II Duress System, Building 109 at the Wind River Agency Adult Detention Center in Fort Washakie Wyoming.

Quote Response Details: Contractors shall respond to this RFQ via email response to kathy.eder@bia.gov and mary.king@bia.gov no later than 1700 MS Wednesday, February 26, 2025.
A site visit will be conducted on February 12, 2025 at 9:00 a.m. at 149 1st and Washakie Street, Fort Washakie, WY 82514. All Vendor's are highly encouraged to attend. Set-aside: Indian Economic Enterprise Set Aside with exception for Total Small Businesses in the event there are no qualified IEE's.
Magnitude of Construction Project:
Per the requirements of FAR 36.204, the project range is estimated to be between $250,000 and $500,000.

Award Basis: The Government will review the lowest quote for technical acceptability (which will include a review of the quoted materials that are to be installed and the quoter’s demonstrated experience and technical capability), as well as make a responsibility determination of the vendor. The vendor must also be registered in SAM.Gov as an SB under the awarding NAICS code to be eligible for award. If the lowest quoted vendor is technically acceptable, is determined to be responsible and meets the set-aside requirements, that company shall receive the award (if pricing is determined to be fair and reasonable). If it is determined that the lowest quoter does not meet the requirements stated above, the government will review the next lowest quote and review in accordance with the steps as stated herein.
Davis Bacon Wage Rates apply to the work to be performed under this Contract and those rates are attached.
Appointment of Contractor Representative/Superintendent:
Prior to commencement of work on this contract, the contractor shall provide to the Contracting Officer, the name and telephone number of at least one responsible individual who will serve to respond to operational problems and/or emergencies daily. The contractor agrees that the notice to the designated representative shall constitute notice to the contractor and agrees to be bound by any commitments or representations made by the representative.
