About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for a federal contract opportunity. The contract opportunity is for the rehabilitation and reconstruction of various parking lots and access routes at the Horsetooth and Carter Lake Reservoirs in Colorado, which are managed by Larimer County and owned by the U.S. Bureau of Reclamation.
The justification cites the statutory authority to limit competition to a single source, as the name brand products specified are required for compatibility with the existing stormwater treatment systems at the reservoirs. No market research was conducted, as the proposed products match the existing and future improvements at the sites. The contracting officer will perform a cost analysis to ensure the anticipated costs are fair and reasonable. There are no other vendors that have expressed interest in this acquisition, and no actions can be taken to remove the barriers to competition, as this is a one-time purchase to match the existing systems.
