About this file
This document is a Questions and Answers (Q&A) file dated November 6-29, 2024, for the CO FLAP LAR 10(1) Horsetooth Reservoir and Carter Lake construction project. The Q&A contains 44 contractor questions and government responses addressing technical specifications, work requirements, and administrative details.
Key clarifications include: the project is a Small Business Set-Aside with a $45 million size standard; no organized site visits will be held; RAP is allowed if included in state DOT-approved mix designs; work restrictions apply Thursday-Sunday between Memorial Day and Labor Day at certain locations; tree removal is included in clearing and grubbing costs; contractors must verify utility depths through potholing; staging is allowed within the maintenance facility's fenced lot; and the contractor must provide water while power is available through coordination with the local provider. Several amendments were referenced (A002, A003) that modified quantities, specifications, and design details including removal of an overflow spillway wall and revisions to riprap design.

November 6, 2024
Questions Answers 1 Is there a bidders list on Sam.gov for this project? There is an interested vendors tab on SAM.gov. You have to be signed in and have tied your entity to your registration when you signed up. If both of those things don’t happen the interested vendors list tab won’t be visible.
We don’t maintain a separate plan holders list. You can call the federal service desk if you need further assistance. The number is1‐866‐ 606‐7828.
2 Past performance requirement (9.a.) “list up to five of the largest jobs you have completed in the last five years which are similar in project work scope to this project.”
a. Is the General Contractor able to submit sub-contractors jobs for past performance requirement?
b. Can the General Contractor submit projects that took place over the “five years” stated in the requirement?
The information provided is used to determine the prime contractor responsible in accordance with FAR Subpart 9.1. Please list contracts completed as prime contractor. Sheet B-5 is for active contracts in force.
Sheet B-6 is for contracts completed sometime in the last 5 years that are similar in project work and scope to this project.
3 In regards to this project, will there be any type of pre-bid meeting or site walk?
Refer to FAR Provision 52.236-27 Site Visit (Construction). No organized site visit will be held.
4 Would it be possible to receive the bid form in a .xls file format to key in more efficiently?
Yes, it will be posted on sam.gov

5 Please confirm no work can occur at all on Thursdays (Memorial to Labor Day) at Eagle Campground, North Pines, South Bay, & Inlet Bay?
No work can occur Thursdays through Sundays (Memorial Day to Labor Day), see SCR 156.07(o).
6 Section 156.07(q) states no earthmoving activities at Inlet Bay may be completed between May 1 & August 31 per 107.10(e)(1).
Section 107.10(e)(1) also states no culvert work, curb & gutter work, or asphalt paving may be completed during this timeframe.
SCR 107.10(e)(1) includes a list of all of the activities that are restricted, which includes the earth moving activities mentioned in 156.07(q).
Please confirm that 107.10(e)(1) over-rides what is outlined in 156.07(q)?
7 At Inlet Bay please clarify access requirements for the Main Building & Restroom. Are these to remain open at all times?
Maintain access to the main building and restroom in April and September.
See amendment A002, SCR Subsection 156.07(v).
8 Section 156.07(m) states only ¼ of South Bay parking lot can be closed at one time between Memorial Day and Labor Day. Is that requirement the aggregate of all parking spaces between Parking Lot A & B or can only ¼ of each parking lot separately be closed?
Only ¼ of each (A and B) parking lot can be closed for construction at a time from Memorial Day to Labor Day. The other ¾ of each parking lot will be open to public traffic. See Amendment A002, SCR Subsection 156.07(m).
9 Site Plan drawings for all locations do not show the existing contours in the work areas, this is vital information for determining excavation work. The existing contours stop at their tie-in point of roughly the disturbed area limits. Please re-issue all site plan drawings to show both the existing and proposed contour lines within the work areas.
XML files will be provided via secure large file transfer system. Please send a separate email request to CFLContracts@dot.gov
10 Will the gov’t consider releasing the AutoCAD drawings to aid in earthwork take-off?
CADD drawings will not be released during solicitation.
11 Is there information regarding the average lake water surface elevations per month for both Carter & Horsetooth?
The ordinary high-water mark (OHWM) elevations are 5430 at Horsetooth Reservoir and 5759 at Carter Lake Reservoir. Additional information regarding average lake water surface information is not available.
12 Can you please confirm that while no work can occur between Thursday and Sunday between Memorial Day & Labor Day at Eagle Campground & North Pines this does not mean that areas cannot be closed but simply that no work can be ongoing.
Public access will need to be maintained Thursday through Sunday Memorial Day to Labor Day. Parking lots can be closed Monday through Wednesday Memorial Day to Labor Day. See Amendment A002, SCR Subsection 156.07(o).
13 Are there hydrants near the work area that are permitted to be used for construction water? If no can the contractor obtain water from lake/reservoir for earthwork & dust control?

Riprap size also revised.
41 Aggregate Base quantity seems to be low for Option X. Appears that the quantity of FDR is greatly increased and therefore not counting other areas as Aggregate Base. Please clarify extends of Aggregate Base and provide an updated quantity?
Quantity is confirmed as correct. In the FDR areas, 2” of aggregate base will be added to the FDR (see sheets A12 and A13, typical sections). South Bay Access Road B, South Bay Parking Lot B, and South Bay Upper Overflow Parking Lot require 6” of aggregate base (see sheet A14, typical sections).
