Document Summary
This is a Task Assignment Notification Form for DEP Contract No. HW553, issued by the Florida Department of Environmental Protection (FDEP). The contract is awarded to Ecology & Environment, Inc. (E&E), with Perry Kelso serving as the contractor representative and Aaron Cohen (acting) as the DEP Contract Manager. The task assignment pertains to groundwater monitoring activities at the Cinderella Cleaners site (ERIC_5174) located at 1454 10th Street, Lake Park in Palm Beach County, Florida. The work is performed under an indefinite delivery vehicle contract structure with Module H000 and Task Assignment DC006L.
The scope of work consists of three subtasks: Project Management (12.5% of direct labor costs), 2019 Annual Groundwater Monitoring, and preparation of an Annual Groundwater Monitoring Report. E&E will conduct groundwater sampling from fourteen monitor wells using USEPA Method 8260 for volatile organic compound analysis, with one sample analyzed for color via Standard Method 2120B. The contract includes field activities such as static water level measurements, purge water containerization and air-sparging treatment, and sample shipment to Advanced Environmental Laboratories, Inc. The final deliverable, due November 22, 2019, is a comprehensive annual groundwater monitoring report with updated GIS tables and ADaPT deliverables. The total fixed price for this task assignment is $11,522.68, with performance execution extending through January 31, 2020. All tasks are performed in accordance with the June 17, 2019 E&E Cost Proposal, which details labor allocations, equipment, travel, laboratory analysis, and field expenses supporting the groundwater monitoring activities.

TO: Negotiation File Cinderella Cleaners Site Site No. ERIC_5174 Lake Park, Palm Beach County FROM: Aaron Cohen, Acting Project Manager SUBJECT: Task Assignment HW553 DC006L DATE: June 17, 2019
Ecology & Environment, Inc. (E&E) personnel will perform one annual groundwater monitoring event at the Cinderella Cleaners site in accordance with the June 17, 2019 E&E Cost Proposal.
E&E personnel will mobilize to the site to perform the following tasks:
• Measure static water levels in select monitor wells to determine groundwater flow direction.
• Collect groundwater samples from fourteen monitor wells (Table 1).
• Ship samples to Advanced Environmental Laboratories, Inc. for volatile organic compound (VOC) analysis via USEPA Method 8260. One sample will be analyzed for Underground Injection Control (UIC) parameter color via Standard Method 2120B.
• Containerize in a 55-gallon drum, treat via air-sparging, and then dispose of all purge-water (investigation-derived waste) onsite upon completion of groundwater sampling activities.
Upon receipt of the laboratory analytical data, E&E will prepare an Annual Groundwater Monitoring Report. The report will summarize the field event, present the data in tables and figures, and include conclusions and recommendations on how to move the site forward toward site closure.
The final task assignment total is $11,522.68. Both E&E and the DEP Project Manager agree to this amount. Hours and costs are comparable to past task assignments for similar work at this and other drycleaning sites. E&E may invoice according to the Deliverables and Invoice Schedule Attachment which accompanies the Task Assignment Notification Form.

Re: 2019 Annual Groundwater Monitoring Cost Proposal for the Cinderella Cleaners Site, Lake Park, Palm Beach County, Florida (ERIC_5174; Facility ID No.: 50-9502231, Task Assignment: HW553-DC006L)
Dear Aaron:
Ecology and Environment, Inc. (E & E) is submitting to the Florida Department of Environmental Protection (FDEP) this annual groundwater monitoring cost proposal package for the above-referenced site.
This cost proposal package includes a monitoring schedule (Table 1), site plan (Figure 1), and a cost estimate form / level of effort. A brief summary of the scope of work is provided below:
Subtask 1: Project Management This subtask consists of project management hours only and is automatically calculated based upon 12.5% of the direct labor costs.
Subtask 2: Annual Groundwater Monitoring During the 2019 annual groundwater monitoring event, groundwater samples will be collected as outlined in Table 1 for laboratory analysis. Well locations are provided on Figure 1. For QA/QC purposes, one field duplicate and one trip blank will be collected during the field event.
During the collection of groundwater samples, FDEP Standard Operating Procedures will be followed. Additionally, field instrument calibration records (FDEP Form FD9000-8) and groundwater sampling logs (FDEP Form 9000-24) will be completed. Groundwater samples will be collected using a variable speed peristaltic pump and polyethylene tubing. During purging, the polyethylene tubing will be connected to a flow-through cell. A YSI Multiprobe
Pro series will be inserted into the flow-through cell via an airtight fitting on the lid. The YSI Multiprobe Pro series, which will be calibrated prior to use, has the capability to measure temperature, pH, dissolved oxygen, conductivity, and oxidation-reduction potential. A calibrated Hach Turbidimeter 2100P will used for the collection of turbidity measurements.
Upon completion of purging of each monitoring well, the flow-through cell will be disconnected and groundwater samples collected from the polyethylene tubing.
Purge water (investigation-derived waste [IDW]) will be containerized in a 55-gallon drum and stored at a secure location onsite. Prior to demobilizing the site, E & E will aerate the containerized purge water for approximately 45 minutes to one hour to reduce potential concentrations of VOCs from the purge water. Once air sparging is complete, E & E will dispose of the treated water on site.
The groundwater samples, one duplicate sample and one trip blank will be shipped to the Advanced Environmental Laboratories, Inc. and analyzed for volatile organic compounds using United States Environmental Protection Agency (USEPA) Method 8260. In addition, the groundwater sample from monitoring well MW005 will be analyzed for the Underground Injection Control parameter color by Standard Method (SM) 2120B.
Depth-to-water will be gauged and recorded in select monitoring wells to determine groundwater elevations across the site and observe seasonal elevation fluctuations.
Subtask 3: Annual Groundwater Monitoring Report
Following receipt of the analytical data for the 2019 annual monitoring event, E & E will prepare a groundwater monitoring letter report. The letter report will include a professional certification, tabulations of current and historical field measured parameters and analytical results, a brief discussion of the analytical results, and groundwater contaminant concentration figures, a groundwater elevation map, conclusions, and recommendations.
Upon FDEP approval of the letter report, an electronic copy of the report and updated geospatial information systems data tables will be submitted to FDEP via the FDEP File Transfer Protocol site or by electronic mail.
Schedule The proposed project task schedule for completion of this work is as follows:
Completion of fieldwork: October 11, 2019 Completion of Annual Groundwater Monitoring Report: November 22, 2019 Task Assignment End Date: December 31, 2019
If you have any questions please give me a call at (850) 631-2443.
Sincerely, ECOLOGY & ENVIRONMENT, INC.
