Task Assignment Notification Summary
This document is a Task Assignment Notification Form for the Florida Department of Environmental Protection (FDEP) under contract HW553, issued April 12, 2021. The task assignment (DC006N) involves WSP USA, Inc. as the primary contractor, with Brandie Stringer serving as the FDEP Contract Manager and Perry Kelso as the WSP Contractor Representative. The work is being performed at the Cinderella Cleaners & Laundry site located at 1454 10th Street, Lake Park, Palm Beach County, Florida (Site ID: ERIC_5174), which is in the monitoring phase of environmental remediation.
The task encompasses annual groundwater monitoring and report preparation with a total assignment value of $10,138.70 on a fixed price basis with no retainage. WSP will conduct groundwater sampling from eight monitoring wells (MW001R, MW005, MW006, MW011, MW013, MW032, MW035, and IW014), collecting samples for volatile organic compound (VOC) analysis via EPA Method 8260, with one sample from MW005 also analyzed for Underground Injection Control parameter SM2120B. Subcontractors include Erwin Remediation for investigation-derived waste disposal ($100 per drum) and Advanced Environmental Laboratories for analytical services ($670 for VOC analysis and $10 for color analysis). Additional costs cover labor ($2,742.17 direct labor with 33.44% fringe and 49.90% overhead), vehicle rental ($194), meals and lodging ($358), field equipment ($387.66), and a 10% completion fee ($747.45). The final deliverable—Annual Groundwater Monitoring Report, Waste Manifest, and GIS/ADaPT data—is due May 14, 2021, with task completion by June 30, 2021.

WSP will conduct annual groundwater monitoring at the Cinderella Cleaners & Laundry site, as detailed in the revised March 29, 2021 WSP cost proposal.
Groundwater samples will be collected from MW001R, MW005, MW006, MW011, MW013, MW032, MW035, and IW014 and analyzed for VOCs via EPA Method 8260.
One sample from MW005 will also be analyzed for Underground Injection Control (UIC) parameter SM2120B. Depth-to-water will be gauged in select monitoring wells. Erwin Remediation was the lowest bidder and will handle transportation and disposal of IDW.
Advanced Environmental Laboratories will conduct all analyses. WSP will provide an Annual Groundwater Monitoring Report as a final deliverable.
Total task amount is $10,138.70. One revision was required from WSP prior to processing this TA. Negotiations between FDEP and WSP resulted in saving the Department a total of $2,919.46. Final deliverable is due May 14, 2021. Task completion date is June 30, 2021.

Re: Cost Estimate for 2021 Annual Groundwater Monitoring Activities at the Cinderella Cleaners Site, Lake Park, Palm Beach County, Florida (ERIC_5174, Task Assignment:
HW553-DC006N)
Dear Brandie:
WSP USA, Inc. (WSP) is submitting to the Florida Department of Environmental Protection (FDEP) this cost estimate for 2021 annual groundwater monitoring activities. This cost proposal package includes a cost estimate/level of effort table, a proposed schedule, and a figure showing monitoring well locations. A brief summary of the scope of work (SOW) is provided below.
Subtask 1: Project Management The costs associated with this subtask are automatically calculated based on 12.5% of the direct labor costs associated with the remaining tasks.
Subtask 2: Annual Groundwater Sampling Event and Annual Report During the 2021 annual groundwater monitoring event, groundwater samples will be collected as outlined in Table 1 for laboratory analysis. Well locations are provided on Figure 1. For QA/QC purposes, one field duplicate and one trip blank will be collected during the field event.
During the collection of groundwater samples, FDEP Standard Operating Procedures will be followed.
Additionally, field instrument calibration records (FDEP Form FD9000-8) and groundwater sampling logs (FDEP Form 9000-24) will be completed. Groundwater samples will be collected using a variable speed peristaltic pump and polyethylene tubing. During purging, the polyethylene tubing will be connected to a flow-through cell. A YSI Multiprobe Pro series will be inserted into the flow-through cell via an airtight fitting on the lid. The YSI Multiprobe Pro series, which will be calibrated prior to use, has the capability to measure temperature, pH, dissolved oxygen, conductivity, and oxidation-reduction potential. A calibrated Hach Turbidimeter 2100P will used for the collection of turbidity measurements. Upon completion of purging of each monitoring well, the flow-through cell will be disconnected and groundwater samples collected from the polyethylene tubing.
Purge water (investigation-derived waste [IDW]) will be containerized in a 55-gallon drum and stored at a secure location onsite. Once, groundwater analysis is complete, Erwin Remediation will pick up the drum and transport to a disposal facility.
The groundwater samples, one duplicate sample and one trip blank will be shipped to the Advanced Environmental Laboratories, Inc. and analyzed for volatile organic compounds using United States Environmental Protection Agency (USEPA) Method 8260. In addition, the groundwater sample from
Ms. Brandie Stringer March 29, 2021 monitoring well MW005 will be analyzed for the Underground Injection Control parameter color by Standard Method (SM) 2120B.
Depth-to-water will be gauged and recorded in select monitoring wells to determine groundwater elevations across the site and observe seasonal elevation fluctuations.
Following receipt of the laboratory analytical data, WSP will submit to FDEP Annual Groundwater Monitoring Report including the site description, investigative background, and a summary of the groundwater sampling. The report will include narrative, summary tables, figures, and attachments to convey the data, followed by conclusions and recommendations. An electronic copy of the report and updated geospatial information systems data tables will be submitted to FDEP via the FDEP File Transfer Protocol site or by electronic mail.
Schedule The proposed task schedule is as follows:
Initiate Annual Groundwater Sampling Event: April 23, 2021 Submittal of Annual Groundwater Monitoring Report: May 9, 2021 Completion Date May 31, 2021
The cost estimate to complete the above-described work is provided in the associated Excel worksheet.
If you have any questions or comments regarding this cost proposal, please contact me (banders@ene.com) at (850) 631-2443.
Sincerely, WSP USA, INC.
