Contract Summary
Amendment No. 10 to Contract No. HW553 is an amendment between the Florida Department of Environmental Protection and WSP USA Inc. This amendment reflects the corporate restructuring resulting from WSP USA Inc.'s acquisition of Ecology and Environment, Inc., effective September 1, 2020. The amendment transfers all contractual rights, duties, liabilities, and responsibilities from Ecology and Environment, Inc. to WSP USA Inc., the surviving corporation in the merger. The contractor's Federal Employer Identification Number is updated to 11-1531569, and the contractor's principal address is listed as 325 Knox Road, Building F, Suite 140, Tallahassee, Florida 32303.
The contract provides Bureau of Waste Cleanup program services to the Florida Department of Environmental Protection and has been extended for a six-month period beginning December 9, 2020, and continuing until June 8, 2021. Project management fees are calculated at 12.5 percent of fully loaded direct labor costs and include communication, resource management, quality control, progress management, progress reporting, progress meetings, and financial management functions. The amendment updates contract management personnel for four service areas: Hazardous Waste Cleanup and Dry Cleaning, Site Investigation, Brownfields, and CERCLA Site Screening, each with designated contract managers from both the Department and the contractor. Additional amendments establish dispute resolution procedures, E-Verify employment verification requirements, scrutinized companies certifications, public records access and retention requirements, and tax exemption provisions. The contract is exempt from MyFloridaMarketPlace transaction fees.
