About this file
This is a Task Assignment Notification Form for Contract HW553 issued by the Florida Department of Environmental Protection (FDEP) to Ecology & Environment, Inc. (E&E), a private environmental consulting firm. The task assignment authorizes work at the Prestige Cleaners site in Tallahassee, Leon County, Florida (ERIC_4873). The document establishes the scope of work, deliverables, invoicing schedule, and cost for an annual groundwater monitoring event to be performed in accordance with the January 17, 2020 Scope of Work and Cost Estimate.
The contract authorizes E&E to conduct an annual groundwater monitoring event consisting of three subtasks: Project Management (12.5% of direct labor costs), Annual Groundwater Monitoring Event (field sampling from nine monitoring wells with laboratory analysis for volatile organic compounds using USEPA Method 8021B, investigation-derived waste treatment and disposal), and Annual Groundwater Monitoring Report with ADaPT/GIS update. The total task assignment value is $6,702.00 on a fixed-price basis with no retainage. Invoicing is structured in two phases: $3,864.79 upon submittal and FDEP approval of the Groundwater Monitoring Field Documentation and Lab Report (due June 19, 2020), and $2,837.21 upon submittal and FDEP approval of the Annual Groundwater Monitoring Report and ADaPT/GIS update (due August 14, 2020). The task assignment execution period extends through December 31, 2020, with an estimated 49.8 labor hours required.

From: Ben Grubbs, Project Manager Date: January 22, 2020 Subject: Negotiation Summary
HW553 DC002L
This Task Assignment authorizes E&E to conduct an annual groundwater monitoring event in accordance with the January 17, 2020, Scope of Work and Cost Estimate.
Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.
Subtask 2: Annual Groundwater Monitoring Event E&E will collect groundwater samples from monitoring wells MW001-MW005, MW006RR, MW7S, MW7I and MW7D. Prior to sampling, depth-to-water will be measured. The wells will then be purged, and field parameters will be recorded. The groundwater sample will be collected using low flow sampling methods and analyzed for chlorinated volatile organic compounds (VOCs). Investigation-derived waste (IDW) will be temporarily stored in a 55-gallon drum before being air-sparged and field screened using the Color-Tec method until there is no visual response through the Colorimetric tube. The treated IDW will then be disposed of on site.
Subtask 3: Annual Groundwater Monitoring Report E&E will submit the Annual Groundwater Monitoring Report and ADaPT/GIS deliverables to
FDEP.
The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $6,072.00 with 49.8 labor hours.
E&E may invoice following the schedule established in the Deliverables and Invoice Schedule Attachment, which accompanies the Task Assignment Notification Form.

Re: Cost Proposal for 2020 Annual Groundwater Monitoring at the Prestige Cleaners Site, Tallahassee, Leon County, Florida (ERIC_4873; TA No. HW553-DC002L)
Dear Benjamin:
Ecology and Environment, Inc. (E & E) is submitting to the Florida Department of Environmental Protection (FDEP) this cost proposal for the 2020 annual groundwater monitoring event at the above-referenced site.
This cost proposal package includes a proposed field work and reporting schedule for the completion of subtasks and cost estimate (attached Excel file). A brief summary of the Scope of Work is provided below:
Task 1: Project Management Costs and hours associated with this subtask consists are calculated based on 12.5% of the direct labor cost.
Task 2: Annual Groundwater Monitoring Event During the annual groundwater monitoring event, groundwater samples will be collected from monitoring wells MW001, MW002, MW003, MW004, MW005, MW006RR, MW7S, MW7I and MW7D. For quality assurance/quality control (QA/QC) purposes a duplicate groundwater sample will be collected for analysis. Groundwater samples will be collected following the FDEP Standard Operating Procedures (SOPs). Groundwater samples will be collected using an electric submersible pump and polyethylene tubing. During purging, the polyethylene tubing will be connected to a flow-through cell. A YSI Multiprobe 556 will be inserted into the flow-through cell via an airtight fitting on the lid. The YSI Multiprobe 556, which will be calibrated prior to use, has the capability to measure temperature, pH, dissolved oxygen (DO), conductivity, and oxidation-reduction potential (ORP). A calibrated FDEP approved turbidimeter will be used for the collection of turbidity measurements.
The groundwater samples, duplicate groundwater sample, and a trip blank will be delivered to the Advanced Environmental Laboratories, Inc. for analysis of volatile organic compounds (VOCs) using United States Environmental Protection Agency (USEPA) Method 8021B.
Depth-to-water will be gauged and recorded in select monitoring wells to determine groundwater flow direction(s) across the site.
Mr. Benjamin Grubbs January 17, 2020
Purge water (investigation-derived waste [IDW]) will be containerized in a 55-gallon drum onsite. E & E will air sparge the drum for approximately 45 minutes to one hour to reduce potential concentrations of VOCs from the purge water. E & E will perform field screening of the IDW using Color-Tec method until there is not a visual response through the Colorimetric tube. Once air sparging is complete, E & E will dispose of the treated water on site.
Task 3: Annual Groundwater Monitoring Report
The Annual Groundwater Monitoring Report will include a professional certification, tabulations of current and historical field measured parameters, groundwater analytical results and water level elevations, a groundwater contaminant concentration figure, a groundwater elevation isopleth map, summary of the groundwater sampling event, conclusions, and recommendations.
Upon FDEP approval of the Annual Groundwater Monitoring Report, an electronic copy of the Annual Groundwater Monitoring Report and updated geospatial information systems (GIS) data tables will be submitted to FDEP via the FDEP File Transfer Protocol (FTP) site or by electronic mail (e-mail).
Schedule The proposed task schedule is as follows:
Annual Groundwater Monitoring Fieldwork: June 19, 2020 Annual Groundwater Monitoring Report Submittal: August 14, 2020 Task Assignment End Date: December 31, 2020
If you have questions regarding this cost estimate, or other matters pertaining to the project, please call me at (850) 631-2443 or via e-mail at banders@ene.com.
Sincerely, ECOLOGY AND ENVIRONMENT, INC.
