Re: Scope of Work and Cost Estimate for Groundwater Sampling for the Silver Springs Shores Well Field Study Area, Ocala, Marion County, Florida. (ERIC_6461;
Task Assignment (SI-0A107)
Dear Karlee:
Per your request, WSP USA (WSP) is pleased to submit to the Florida Department of Environmental Protection (FDEP), Site Investigation Section (SIS), this Scope of Work and Cost Estimate for groundwater sampling activities at the above referenced site. WSP developed this scope of work based on the scope of work outlined in your email dated July 24, 2020.
Site Location, Description, and Investigative History
Silver Springs Shores is an unincorporated community located in the southeastern portion of the Ocala metropolitan area in southern Marion County Florida (see Figure 1). The municipal potable water supply for the community includes two water supply wells (Well #1 and Well #2) located at 493 Oak Road. The water supply point of Entry (POE) and water tank is located approximately 1000 feet northwest of the supply wells on Oak Terrace (see Figure 1).
A site assessment report for the Silver Springs Shores Well Field Study area submitted March 30, 2019 to the FDEP documented 1,4-dioxane exceeding the Florida Department of Health Advisory Level (HAL) of 0.35 µg/L in groundwater at the site. Additional site assessment activities were conducted to investigate potential impacts associated with the former Spectratech facility with the investigation report submitted June 26, 2019, which also included additional groundwater sampling data collected from the Lockheed Martin facility.
Scope of Work and Cost Estimate
The purpose of WSP’s proposed activities outlined in this scope of work and cost estimate is to provide groundwater monitoring of two public supply wells, the water supply point of entry (POE), and nine existing monitoring wells in the vicinity of the Silver Springs Shores Well Field Study area.
WSP’s proposed groundwater monitoring activities includes the following tasks:
Task 1 – Project Management;
Task 2 – Sampling of public supply wells and monitoring wells;
Task 3 –Investigative derived waste disposal;
Task 4 - Report Preparation
Ms. Karlee Fowler October 13, 2020
Task 1 – Project Management
This task consists of project management hours only, which are automatically calculated based upon 12.5% of the direct labor costs.
Task 2 – Groundwater Monitoring
A single groundwater monitoring event will include collection of groundwater samples from point-of-entry (POE), public supply wells (PSW-1 and PSW-2), the nine existing monitoring wells (ST-2
SE 90,
ST-1 POE, POE OAK, ST-4-5, ST-3-15, OAK ROW, DRA 7322, DRA 7311, and Cypress ROW).
The groundwater samples will be collected in accordance with FDEP Standard Operating Procedures (SOPs). Additionally, field instrument calibration records (FDEP Form FD9000-8) and groundwater sampling logs (FDEP Form 9000-24) will be completed. During purging, field parameters will be monitored using a YSI Pro series and a flow-through cell. The YSI Pro series, which will be calibrated each day prior to use, has the capability to measure temperature, pH, dissolved oxygen (DO), conductivity, and oxidation-reduction potential (ORP). A calibrated turbidimeter will be used for the collection of turbidity measurements. Upon completion of purging of each monitoring well, the flow-through cell will be disconnected, and the groundwater sample will be collected from the polyethylene tubing. The groundwater samples, a duplicate groundwater sample and one trip blank will be delivered to the FDEP Laboratory and analyzed for 1,4-Dioxane and volatile organic compounds using United States Environmental Protection Agency (USEPA) Methods 522 and 8260.
Depth-to-water (DTW) will be measured in each of the nine monitoring wells during the sampling event to determine groundwater flow direction(s) across the study area.
Groundwater purged from the monitoring wells (investigation-derived waste [IDW]) will be containerized in 55-gallon drums and stored at the POE to await characterization and disposal.
WSP estimates that 12 drums of non-hazardous purge water will be generated during the monitoring event. This task includes labor costs associated with transporting the drums from each well location to the drum staging area.
Task 3 – Investigative Derived Waste Disposal
This task includes costs associated IDW analytical characterization, transportation, and removal.
All required laboratory analyses for IDW characterization will be performed by the FDEP laboratory.
Task 4 –Groundwater Monitoring Report
This task includes labor hours associated with the preparation of a groundwater monitoring report for sampling activities conducted at the above referenced site. Upon receipt of the analytical data from FDEP laboratory, WSP will prepare a Groundwater Monitoring Report, which will include tabulation of current and historical field measured parameters and analytical results, groundwater contaminant concentration figures, groundwater elevation isopleth maps, summary of the sampling event, conclusions, and recommendations.
Ms. Karlee Fowler October 13, 2020
Cost and Schedule
The attached cost table includes WSPs estimate of labor, expenses, and IDW disposal for the groundwater monitoring event. The attached cost assumptions table presents the estimated level of effort for travel, fieldwork, and report preparation for each monitoring event. WSP’s estimated cost for the monitoring event is $16,352.69. The attached cost table shows the task details based on one monitoring event.
The monitoring event will be conducted during early December 2020. The fieldwork is expected to require approximately 3.5 days fieldwork. The mobilization will be combined with the field effort for the City of Sanford Well Field Study.
If you have questions regarding this cost estimate, or other matters pertaining to the project, please call me at (850) 933-2312 or via e-mail at pkelso@ene.com.
Sincerely, WSP
Perry Kelso P.G.
