Re: Cost Proposal to Prepare a CERCLA Site Inspection Work Plan, Perform a CERCLA
Site Inspection, and Prepare a Site Inspection Report for Iron Triangle Site, Pensacola, Escambia County, Florida (COMET Site ID # COM_303255)
Dear Padraic:
As requested by the Florida Department of Environmental Protection (FDEP), Ecology and
Environment, Inc. (E & E) has prepared this cost proposal to develop a CERCLA site inspection
(SI) work plan package, to conduct field activities associated with the SI work plan, and prepare the SI report for the above-referenced site. The package will be developed under four tasks, which will include:
o Conduct project management activities (Subtask 1);
o Preparation of a work plan package for the site inspection (Subtask 2);
o Performing field activities specified in the site inspection site work plan including the collection of soil and groundwater samples for analysis and soil screening using XRF
(Subtask 3); and o Preparing the site inspection report (Subtask 4).
E & E’s cost estimate is based on project details available to date and the following assumptions:
Subtask 1 – Program Management
This subtask consists of project management hours only and is automatically calculated based upon 12.5% of the direct labor costs; and
Subtask 2 – Work Plan Package
The Work Plan Package incorporates the information in a standard work plan as well as a Quality
Assurance Project Plan (QAPP) and also includes a health and safety (H&S) plan for the SI field work.
The Work Plan / QAPP document will include the following:
o Title and Approval page o List of project personnel and contact information o Site background and history o Project description o Applicable regulatory standards and action levels o Project schedule o Sample collection, handling, and custody requirements o QA/QC Requirements o Data Quality Objectives o Table of proposed sampling locations and identifications o Table of sample container and equipment requirements o Table of potable wells in the area (if applicable).
o Figures for project site location and sampling locations.
Incorporated into the final Work Plan / QAPP document will be a site specific H&S Plan. This plan will include the following:
o Scope of work / task descriptions o Site description / work zones o Field team organization and responsibilities o Training required o Safe work practices o Physical hazards for each task and potential control measures o Chemical hazard for each task and potential control measures o Protective equipment required by task o Site H&S monitoring (if applicable) o Decontamination procedures o Emergency response / contact information o Local and site resources o Equipment / supplies checklist o Map to nearest hospital
Once prepared, an electronic copy of the preliminary draft work plan package (pdf and Word) will be uploaded to the FDEP File Transfer Protocol (FTP) site for internal department review. Upon approval of the draft work plan, an electronic copy of the work plan (final version, pdf and Word), will be uploaded to the FDEP FTP for distribution.
Subtask 3 – Field Work
For the field activities, FDEP has identified 17 soil sampling locations (3 depths collected at each location) and three groundwater wells to be sampled. All soil locations/depths will be screened using a handheld x-ray fluorescence (XRF) analyzer. Based on the number of soil and groundwater samples to be screened and/or collected, it is anticipated to take 2.5 days to conduct the field activities.
E & E will be responsible for obtaining all sampling/screening equipment, bottles, and supplies necessary to perform the activities describe in the final site inspection work plan. Upon review in the field of the XRF screening results by E & E and FDEP, it is anticipated ~20% of samples (~10 samples) will be selected/submitted for laboratory analysis (SVOCs and metals). As the number of samples to be submitted for analysis is approximate, the bottle quotes were based on 30% (FDEP approved) to account for the required QA/QC samples and in case additional locations are selected for submittal during the field activities.
E & E will provide three people to conduct the field activities, the team leader (Elliott) and two crew
(Oien, Jeter). Elliott and Jeter are based in Pensacola and do not require lodging or per dium for this event. Oien is based in Tallahassee and this cost proposal includes six hours of travel (three each way) and lodging and per dium for three days/nights. Elliott and Jeter will use one company car from
Pensacola and Oien will use the company work truck from Tallahassee for the event.
The anticipated schedule is as follows (but may be modified due to site conditions with FDEP approval):
o Day 1: Elliott to identify/mark all soil sampling locations and identify groundwater wells to be sampled and GPS all locations. Oien and Jeter will sample 8-9 soil locations and perform decontamination of equipment while Elliott performs XRF screening, takes site photos and maintains the logbook, and manages SCRIBE input of samples selected for analysis. Ten hours per person.
o Day 2: Continue soil screening/sampling for remaining 8-9 locations. Ten hours per person.
o Day 3: Sample the three groundwater wells, collect DTW measurements, and ship samples to laboratory. 4 hours per person.
Additional time is included in this subtask to account for equipment preparation prior to the mob
(Oien, 4 hours), and pre- and post-event SCRIBE management (Elliott, 8 hours). SCRIBE management includes setting up the database with all available project details prior to the event, nightly upload of COCs to EPA if applicable, and then a final upload of complete COCs and an XML file (validated using Earthsoft EQuIS data processor) to EPA after the event.
This subtask also includes costs for soil and groundwater sampling equipment (daily rates), the rental of an XRF analyzer (low bid, daily rate), a GPS (daily rate), sample bottles (low bid), and shipping costs (estimated six coolers). Tubing costs for the groundwater well sampling were based on historical water depths of 30 to 35 feet per well (three wells total).
Upon completion of the field activities, an electronic copy of all field notes and photos, sampling forms, and chain of custodies will be uploaded to the FDEP FTP site for internal department review.
Subtask 4 – Site Inspection Report (SIR)
Once analytical data has been received from the laboratory for the activities performed in Subtask 3 above, E & E will prepare an SIR. The final SIR report will be prepared in accordance with the requirements of the USEPA SESD Operating Procedure for Report Preparation and Distribution
(SESDPROC-003-R5). The SIR will include the following sections:
o Site Background o Site Geology and Hydrogeology o Field Investigation Methodology and Findings o Pathway / Exposure Evaluation o Conclusions o References o Analytical Results Tables (by matrix/depth) o Figures o Project Area o Site / Parcel Map o Sampling Locations Map o Map of Exceedances (3-5 depending on results) o Appendices o Photo Log o Field Logs o Laboratory Results o XRF Screening Logs
An electronic copy of the draft SIR (pdf and Word) will be uploaded to the FDEP FTP site for internal department review. Upon approval (with FDEP comments and revisions to the draft incorporated or addressed), two electronic versions of the final SIR (pdf and Word) will be uploaded to the FDEP FTP for distribution; one including all references and one without.
Total Costs and Invoicing
E & E is prepared to begin work on this project upon receipt of FDEP’s notice to proceed. The total cost estimate to prepare the work plan is $22,810.83. Attachment A presents a breakdown of the cost proposal.
E & E will complete the work described in Subtasks 1 through 4 above on a fixed-price basis.
Invoicing will proceed as follows:
An invoice will be submitted upon completion of Subtask 2 (submittal of the final work plan;
An invoice will be submitted upon completion of Subtask 3 (upload of site inspection notes and forms);
An invoice will be submitted upon completion of Subtask 4 (final SIR). This final invoice will also include costs for Subtask 1;
Payment terms are net 30 days.
If you have any questions or comments concerning the proposed costs or costing assumptions, please call me at 850-435-8925 Ext 4304.
Sincerely, ECOLOGY AND ENVIRONMENT, INC.
