Task 4 – Design of Construction Documents

The following tasks shall follow applicable FDOT Specifications, Florida Building Code, and applicable American Disabilities Act (ADA) design guidelines as required and include in all Construction Documents submittals as well as Opinions of Probable Construction Costs. Construction Documents shall comply with all BDC requirements as set forth in the DEP Agreement No. CN226.

The Consultant shall take into account when preparing the construction documents the constructability of the proposed facilities and that all proposed facilities are to be designed with low maintenance in mind. Consultant shall also, where feasible, specify materials that can be obtained from local supply sources. Consultant will prepare plans and supporting calculations, including wind loading, with the intent to enable the construction contractor to secure a Franklin County Building Permit and to obtain necessary permits from State Regulatory Agencies.

Following is a list of the four (4) Design Components for the Project:

(1) Renovation of Existing Building for Educational Center/Museum

This main component includes the renovation of an existing CMU building to be utilized as an educational center/museum dealing with the local ecology and the seafood harvesting industry. Renovations include all interior materials, electrical, mechanical and structural as required. Electrical and lighting will be brought up to code as well as inclusion of multi-media in several locations. AV and multi-media equipment shall be included in the construction documents as the budget allows. A security system with cameras should be included in the construction documents. The mechanical systems will be new, and plumbing will be designed to bring them up to code and include water and sink elements at locations that were utilized in the harvesting and processing procedures for demonstrations. No additional restroom facilities are included in this scope of work as there are facilities on site. The building will include new windows and doors as well as designs for initial welcome/reception space, displays and demonstration areas. There shall be several interactive stations in the design.

(2) Demolition of Metal Building, Design of Railing Systems, New Pavilion, and Egress for Elevated Slab

The existing metal building shall be demolished with the existing elevated slab to remain. Some structural remediation design for the elevated slab and stem wall will be necessary. Railing systems at the perimeter of the elevated slab shall be included as well as egress elements from the elevated slab to grade. A simple pavilion shall be designed on the existing elevated slab to be utilized in combination with the education center/museum as well as a means to take shelter while viewing nature.

(3) Design of New Parking Area for Education Center, Accessible Parking, Fencing, Vehicular Access, and Limited Landscaping

These components include extending the front chain link fence to span the entire frontage of the site and include two gates; one to allow access to the boat parking, picnic area, and docks; and the other to allow access to the educational center/museum area.

The fencing shall allow access to the existing restrooms for both fenced areas. Fencing or barricade elements should be included at each end of the existing elevated slabs on the west side between the buildings and the water to eliminate vehicular traffic through this area. Barricade elements shall also be designed around the drain field on the south side of the education building to prevent parking in this area. Fencing will be designed to prevent entry into the heavily wooded marsh area from the picnic area. Barricade elements will be added to the parking lot adjacent to this marsh area to fully define limits.

The overall site plan should include approximate location for an Audubon Kiosk.

Dedicated parking shall be designed in front of the education center to include bus parking as well as accessible parking. Modifications to the existing accessibility ramp from grade to the education building will be designed in order to provide better circulation from the new parking area into the building and limited new, low maintenance landscaping material shall be included in the design. The design documents will include directives to the construction contractor to remove the two derelict boats along the dock area.

(4) Railing for Existing Dock for Observation/Fishing Use

Railing shall be designed on the sides of the existing dock in order to transform it into an observation/fishing dock. This dock shall be accessible as well as the access to it from a new accessible parking space.
