About this file
This is a Task Assignment Change Order (Change Order No. 5) issued by the Florida Department of Environmental Protection (FDEP) to Stantec Consulting Services, Inc. for the Bald Point State Park Improvements project located in Franklin County, Florida. The contract is identified as FDEP Contract No. CN222, Task Assignment No. 7. The change order was approved on March 26, 2021, and is supported by a memorandum from project manager Pearce Barrett, P.E., recommending the addition to the consultant's scope of work.
Change Order No. 5 adds Sub-Task 10.1, "Re-Bidding Phase and Answering RFIs," with a fixed price cost of $1,775.94. This subtask was necessitated because the original construction bids received on February 2, 2021, exceeded the estimated project cost by approximately 40%, requiring the project to be re-bid with modifications. Under this change order, Stantec will prepare a summary of work suitable for re-bid advertisement including bid alternatives and estimated quantities, provide written responses to prospective bidder inquiries and Requests for Information (RFIs) pertaining to the plans and specifications, and prepare addenda as needed for project documents. The total task compensation increases from $168,633.85 to $170,409.79. All other terms and conditions of the original agreement dated March 24, 2017, remain in effect. The project involves construction of kayak launch facilities, picnic pavilions, restroom facilities, parking areas, boardwalks, and associated infrastructure improvements at the state park.

SUBJECT: Bald Point State Park Improvements, Franklin County – CN222, Task Assignment No.
7, Change Order No. 5 DATE: March 11, 2021
Bald Point State Park Improvements Project in Franklin County involves the construction of (1) a kayak launch and access boardwalk, new paved parking area, informational signage, connecting sidewalks, water well, electrical connection to FPL system, (2) picnic pavilions with access boardwalk and (3) restroom facilities with connecting boardwalks. The original bids for these facilities were received by the Department on February 2, 2021. The low bid was approximately $400,000 or 40% above the estimated cost. After review of the bids it was determined that insufficient funds were available to construct the whole project and it was agreed by both the DWH Program and DRP that the project would be rebid with revisions. The revised bid would include the items listed in (1) above and items listed in (2) and (3) would be listed as add alternate 1 and 2 respectively.
As this project is being rebid it was necessary to prepare a change order to the Consultant’s Task Assignment to provide for the consultant to provide the following professional services during the rebidding process:
Prepare a summary of work suitable for re-bid advertisement, including bid alternatives as required, with the estimated quantities for each Project component.
The Consultant will support the DEP Project Manager during the re-bidding process in providing responses to written inquiries submitted through the DEP Procurement Administrator by prospective bidders that pertain to the plans and specifications prepared by the Consultant, permit conditions, Requests for Information (RFI), or clarification and interpretation of the Project documents prepared by the Consultant. All responses shall be in writing and provided to the DEP Project Manager.
The Consultant shall assist the DEP Project Manager in the preparation of addenda as it pertains to Project documents prepared by the Consultant. The Consultant will be available to review the addenda related to documents prepared by the Consultant prior to the addenda’s release to prospective bidders.
Total Cost for this change order is $1,775.94.
As the project manager, I support and recommend, this addition to Stantec’s Task Assignment No. 7.
