RE: CN-222 Task Assignment 5 Bill Baggs Cape Florida State Park No Name Harbor -Seawall Repairs
Dear Mr. Hewitt;
For your review, Stantec Consulting Services, Inc., has provided a proposal summary and man hour documentation for the services tasks identified below:
In 2012, the Department of Environmental Protection entered a contract agreement with
Stantec Consulting Services, Inc. (formerly Corzo Castella carballo Thompson Salman, P.A.) to develop plans and permits for the repair of the marine seawalls at No Name Harbor in Bill Baggs Cape Florida State Park. To that end, plans and permit applications were produced and submitted to Miami Dade County Department of Resources Management (DERM). At that time, the Department decided to suspend the project at their own request. DERM Permit review ceased at the point of structural review. However, the environmental review had already been performed by DERM with positive feedback pending stipulations with revisions to the permit drawings as well as requirements for construction in the form of a biological survey and relocation of corals impacted by the seawall repairs. A summary of services is included herein.
Please review the attached Proposal Summary and deliverables.
Sincerely, Stantec Consulting Services, Inc.

In addition, stipulations provided in the comments from DERM shall be incorporated into the plans as well including those provided in the April 10, 2013 permit review letter. We anticipate that a single review submittal will be required before submitting the package to Miami Dade County Building Dept. and DERM for permitting. The schedule to complete this task shall be three (3) weeks.
Deliverable: The original Construction documents, as revised, shall be prepared in 11" x 17" page format. As with the original plan set, the revised plans shall include the following:

These fee estimates are based on an anticipated construction cost estimate of $550,000.00 for the seawall repairs. In addition, the contractor shall be required to pay a permit fee of roughly $6,000.00 to MDC for the construction permit. That fee is not included in our proposal. There will also be a permit fee required from DERM for the
Environmental Resource permit of around $10,000.00 that should be waived as a courtesy to intra governmental agency protocol. Please bear in mind that these application fees are only an estimate and that agency changes may cause them to deviate from actual at the time of application.
