About this file

This is a vendor checklist document issued by Collier County's Procurement Services Division for submission with proposals and bids related to Solicitation No. 25-8428 for vehicle fire suppression systems and fire extinguisher services for the Collier Area Transit (CAT) bus fleet. The solicitation requires vendors to provide comprehensive maintenance, inspection, certification, and repair services for fire suppression systems (Amerex and Fogmaker models) and portable fire extinguishers across 54 buses and 80 extinguishers. All work is to be performed at the CAT Maintenance Facility in Naples, Florida. The contract term is three years with two optional one-year renewals. Bids are due on October 17, 2025, at 3:00 PM EST and must be submitted electronically through the county's online bidding system (OpenGov). The solicitation requires vendors to provide detailed service capabilities for annual, five-year, and twelve-year inspections.

The checklist identifies eighteen mandatory submission requirements including vendor declaration statements, conflict of interest certifications, immigration compliance documentation (Form 3), E-Verify enrollment proof, business tax receipts for local business status claims (Form 4), reference questionnaires, W-9 forms, insurance certificates within five days of award notification, bid schedules, relevant licenses and certifications, and signed addenda. Historically, county departments have spent approximately $40,000 annually for these services, though this may not reflect future spending patterns. The procurement is grant-funded through the Federal Transit Authority and subject to strict federal contract provisions. The county reserves the right to award to the lowest responsive and responsible bidder and may select primary, secondary, and tertiary awardees by category. Performance and payment bonds are required for projects exceeding $200,000, with sureties rated according to specified requirements. Vendors must meet E-Verify enrollment, insurance requirements (worker's compensation, general liability, and automobile liability), and may request price increases prior to contract renewal with documentation submitted at least 120 days before the renewal date.
