About this file
This is a Certificate of Partial Payment form associated with Clay County's Lake Geneva Restoration Project in Florida, a Phase I environmental restoration initiative focused on tree removal from the exposed lakebed. The project encompasses approximately 342 acres and requires removal of trees measuring four inches or greater in diameter, with work to be executed efficiently, safely, and in full compliance with environmental and regulatory requirements protecting species including Eastern Indigo Snakes, Florida Sandhill Cranes, and Gopher Tortoises. A mandatory pre-bid meeting is scheduled for December 4, 2025, at 10:00 a.m. at Keystone Heights City Hall, with final inquiry deadlines on December 9, 2025, at 4:30 p.m. and bid submissions due December 18, 2025, at 4:30 p.m., with bid opening on December 19, 2025. The contract is anticipated to be recommended to the Board of County Commissioners on January 13, 2026, and will have a term of twenty-four months from execution with potential extensions for two additional twelve-month periods. Work hours are restricted to Monday through Friday, 7:30 a.m. to 5:00 p.m., with access limited to four designated points.
The certificate serves as a vendor certification document confirming work completion and material application in accordance with contract terms, requiring contractors to remit payment to subcontractors and suppliers within ten days of receipt and ensuring subcontractors remit payments to their own suppliers within seven days. The project requires a five percent bid bond and 100 percent Performance and Payment Bond if the contract exceeds $200,000, with Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate. Liquidated damages are assessed at $100 per day past the final completion date. The contract is funded in part by a Florida Department of Environmental Protection Grant Agreement totaling $250,000 with no county match requirement. Bid pricing includes a Base Bid for tree removal and debris consolidation across all five restoration areas, with two alternate bids for volunteer group handling of non-merchantable materials and controlled on-site burning operations with post-burn cleanup.
