About this file

This addendum memorandum, issued by the St. Johns Water Management District on March 25, 2025, provides construction techniques and environmental compliance requirements for the Lake Geneva Restoration Project (GSSL-019-232368-1) in Clay County, Florida. The document, authored by Richard C. Smith, Jr., P.E., Director of Engineering, outlines specific procedures for Phase I of the project, which involves the removal of trees measuring four inches in diameter or greater from the exposed lakebed. Prior to vegetation removal, contractors must install silt fence along perimeter areas bordering the existing water's edge in accordance with Florida Department of Transportation standards. The restoration work must ensure compliance with state water quality standards and is subject to regular inspections by Clay County Engineering Department certified erosion and sediment control inspectors.

The addendum specifies mandatory construction protocols to protect wetland and surface water areas, including prohibitions on soil surface damage, rutting, stump removal, and root raking within wetland areas waterward of the wetland delineation line or ordinary high-water line. All tree and shrub debris must be disposed of in upland areas, and vegetation removal must remain within the property owner's boundaries, limited to direct riparian interest below the ordinary high-water line. Access points to the restoration area must comply with FDOT erosion control specifications, with particular attention to preventing sediment tracking onto paved roadways. The Clay County Engineering Department, located at 477 Houston Street, Green Cove Springs, Florida, is responsible for project oversight and inspection coordination.

MEMORANDUM

Date: March 25, 2025

To: Christine Wentzel, Regulatory Manager Bureau of Environmental Resource Regulation St. Johns Water Management District Jacksonville Service Center 7775 Baymeadows Way, Suite 1002 Jacksonville, Florida 32256

From: Mr. Richard C. Smith, Jr, P.E., Director of Engineering

RE: Lake Geneva Restoration Project GSSL-019-232368-1 PAC Construction Techniques Memo

Ms. Wentzel, The tree removal methods, and installation of erosion control measures by the contractor will ensure the proposed Lake Geneva Restoration Project will not result in violations to the state water quality standards.

Prior to any removal of vegetation in a restoration area, the contractor shall place silt fence, in accordance with Florida Department of Transportation (FDOT) Standards and Specifications (latest revision), along perimeter areas that border the existing waters edge. The location of the proposed silt fence is shown on the drawing included.

Additionally, the contractor shall adhere to the following measures:

• Access within the wetland/surface water for tree/vegetation removal shall not damage, alter the soil surface or rut the wetlands/surface waters.

This includes all areas waterward of the wetland delineation, safe upland line and/or ordinary high-water line, whichever is higher.

• Trees and shrubs shall be cut off at the ground surface or higher.

Stumps must remain in place. Any removal of stumps, root raking or alteration to the soil surface is prohibited.

• All debris, including the fallen trees, branches, shrubs, leaf material, etc. from the downed vegetation the wetland/surface water must be disposed of in an upland area

• All removal of trees and shrubs must be kept within the requestor’s property lines. If removal of vegetation is proposed below the established ordinary high-water line, work must be limited to the property owner’s direct, apparent riparian interest on the lake.

• All access points to the restoration area must also adhere to FDOT erosion control specifications, including prevention of tracking sediment onto a paved roadway.

The Clay County Engineering Department will provide regular inspections of the restoration areas and access points by certified erosion and sediment control inspectors.
