About this file

Summary

This is a Voluntary Cleanup Tax Credit Certificate issued by the Florida Department of Environmental Protection (FDEP) to the City of St. Petersburg under Certificate Number 2252. The City received tax credits valued at $206,104.59 through the FDEP's Voluntary Cleanup Tax Credit Program for brownfield site remediation activities. The certificate is transferable pursuant to Florida Statutes Section 220.1845, and the credits may be applied toward Corporate Income Tax liability. The City has issued a Request for Proposals to procure broker services to market, structure, and facilitate the transfer or sale of these tax credits. Qualified proposers must demonstrate a minimum of three years of experience brokering Florida VCTC sales or comparable transferable tax credits. The RFP was released on March 26, 2026, with a deadline for questions on April 9, 2026, and proposal submissions required by May 12, 2026, at 3:00 p.m. through the OpenGov Procurement portal. The contract will be awarded to a single vendor for services continuing until completion and acceptance by the City, including closing of the tax credit sale and delivery of all required documentation.

Evaluation of proposals will be based on four weighted criteria: qualifications and experience of the firm and staff (30 points), project approach and proposed methodology (25 points), cost analysis and competitiveness of fees (35 points), and business enterprise program outreach and utilization (10 points). Proposers must submit comprehensive proposals including signed transmittal letters, detailed experience documentation, project approach with an indicative timetable for completion within approximately ninety days, cost analysis showing net proceeds after all fees and commissions, audited or reviewed financial statements for the last two fiscal years, and completed Subcontractor Utilization Forms. No specific budget range is disclosed; instead, award value depends on the negotiated purchase price and the selected broker's fee structure. There are no mandatory set-aside designations, though the City encourages voluntary participation by Small Business Enterprises, Women Business Enterprises, Minority Business Enterprises, and Veteran-Owned Business Enterprises. Proposers must be registered with the Florida Division of Corporations and provide proof of current insurance coverage, with specified non-negotiable contract terms including indemnification, insurance requirements, governing law, and liability caps.
