About this file
This document package includes a Contract Data Requirements List (CDRL) and details of a related federal contract opportunity.
The CDRL outlines monthly manning reporting requirements for a contractor providing services on the USS PORTLAND (LPD-27) Selected Restricted Availability scheduled for fiscal year 2023. It specifies submission of a Monthly Manning Report template due by the third week following each reporting month, including actual cost of work performed, estimate to complete, budgeted cost of work scheduled, and other staffing and spending metrics. Definitions are provided for key terms. Distribution of the report is restricted to the Department of Defense and contractors.
The related federal contract opportunity is a solicitation issued by the Southwest Regional Maintenance Center for execution of the USS PORTLAND SRA scheduled from December 2022 through November 2023. The availability requires repair and maintenance services to return the ship to a satisfactory state of readiness. The solicitation will be competed on a coast-wide basis and follow FAR, DFARS and NMCARS guidelines. Multiple attachments to the solicitation contain pricing, quality assurance surveillance, milestones and other relevant documents. A single award is anticipated in October 2022 for services to be performed at contractor facilities on the West Coast.

| remarks: The company shall provide summary manpower reporting for all work on-going and awarded within the Fleet Concentration area by completing Enclosure (1), the Monthly Manning Report Template. Instructions for completion of each tab of Enclosure (1) are provided below. |
Prime KTR CNO Avail Totals: For CNO Availabilities in which the contractor is the Prime, manpower reporting shall be aligned to the contractor’s 009-60 schedule. The sum of the monthly Budgeted Cost of Work Scheduled (BCWS) shall equal the contractor’s Budget at Completion (BAC) in accordance with the Schedule of Record (SOR). The sum of the monthly Actual Cost of Work Performed (ACWP) and Estimate to Completion (ETC) shall equal the contractor’s Estimate at Completion (EAC).
SubKTR CNO Avail Totals: For CNO availabilities in which the company is a subcontractor, the company shall only report the total ACWP and ETC by category specified within Enclosure (1).
Non-CNO Workload: The company shall provide rollup reporting of ACWP and ETC for each of the three (3) non-CNO workload categories specified. Individual project reporting is not required.
Trade Totals: The contractor shall provide ACWP and ETC reporting for the contractor’s organic workforce supporting CNO availabilities. This shall include CNO availabilities for which the company is the prime and subcontractor. Trade manning is not required for subcontractors (to the company) or non-CNO availability work.
Monthly Manning Summary: The Monthly Manning Summary tab shall be completed to provide the requested employee and hourly data for direct charges over the current reporting month.
Each project and category for reporting shall span both the baseline and active plan periods of performance (see note 1, on page 2). This is to ensure the BAC and EAC values reported equal the SOR and current projections for each availability. Additional monthly and yearly columns shall be added to each applicable tab within enclosure (1) to meet this requirement.
Instructions continue to page 2.
