The cutover timeline is 30 days. The plan must include conditions and support required prior to cutover, detailed installation schedules, awardee and government responsibilities, dialing tests for PIC/ported numbers and GETS access, service routing diagrams/descriptions, and detailed equipment descriptions with location and floor plans. The submission is required once, with electronic submissions acceptable. The point of contact is joseph.loflin.2@us.af.mil. Distribution is limited to 78 ABW/SCOIV with one final copy required.

16. REMARKS

Block 10, 11, 12, and 13:

In the event the award is made to a non-incumbent contractor, the incoming Contractor shall submit all Interconnection Agreements (IAs) via link, or as an addendum, to the Government with their quote. The addendum is not included in the technical quote and no page limitations apply to this submittal. Additionally, if providing a quote as a Competitive Long Distance Exchange Carrier (CLDEC) for any and/or all services, provide documented evidence of IAs and/or leasing agreements relevant to this effort.

Cutover for this site is: 30 days. The Contractor shall develop an initial Installation and Cutover Plan for submittal to the Government with their technical quote. A final plan may be requested by the Government and shall be provided NLT fourteen days after contract award (CDRL A003). This plan shall include installation of the initial required services for cutover of CTS requirements, along with the recommended time frame to complete the cutover process. The Contractor shall coordinate deviations from the proposed installation plan with the Government POC prior to any work commencing in the affected area. The Contractor shall ensure that all circuits, equipment, and service provided by the incumbent, under the prior contract, are disconnected/discontinued upon successful cutover. At this point, the Contractor shall inform the Government POC that the previous provider’s equipment is no longer needed and may be removed by the previous provider.

Any omissions or discrepancies in the installation/cutover plans do not relieve the Contractor of its responsibility to install, cutover, and perform all services identified in this requirement. It is the Contractor’s responsibility to resolve any issues associated with these efforts within a time agreed upon by the Government POC and the contractor.
