About this file
This is Addendum #2 issued by the California Department of Fish and Wildlife for Project P2499009, HVAC & Electrical Replacement at Crystal Lake Hatchery in Shasta County. The bid opening date has been postponed to January 30, 2025 at 2:00 PM. The project requires either an A - "General Engineering Contractor" or B - "General Building Contractor" license, with a C22 - "Asbestos Abatement Contractor" license requirement that can be subcontracted if needed. A Lead-Related Certificate from the Department of Public Health is also required and can be subcontracted. The scope includes installing new Split System or Packaged HVAC units and ducting in seven residences (R1-40, R1-41, R1-42, R1-43, R1-44, R1-62 and R1-77), with requirements updated to specify 15.2 SEER2 ratings and 96% AFUE for furnaces.
The technical specifications have been revised to require R-8 level flexible ductwork instead of R-6, with specific requirements for installation of concrete pads for condenser units, rooftop unit mounting, and attic furnace freeze protection. An Environmental Report from Terracon has been added listing asbestos and lead sampling results, though it is noted as being for information only and not a biddable document. Drawing sheets 2 and 3 dated 12/03/2024 have been replaced with Revision 1 sheets dated 1/17/2025.

RE: Hazardous Materials Survey Report Crystal Lake Fish Hatchery Cassel, California
Dear Mr. Benson:
Terracon Consultants, Inc. (Terracon) conducted a hazardous materials survey that included the collection and identification of suspect asbestos and lead-containing materials in identified site structures at the Crystal Lake Fish Hatchery located in Cassel, California. The site investigation also included a visual inspection for signs of water intrusion, microbial growth and other potential safety hazards. This survey was performed by Remington Caldwell and Steve Rogers with Terracon from August 30, 2021 to September 1, 2021. Mr. Caldwell is certified by the California Division of Occupational Safety and Health (Cal-OSHA) as a Certified Asbestos Consultant (CAC) and Mr.
Rogers is a Certified Site Surveillance Technician (CSST). Mr. Caldwell is additionally certified by the California Department of Public Health (CDPH) as Lead Inspector/Assessors and Mr. Rogers is a Lead Sampling Technician.
Due to the non-destructive nature of this survey, any sampling that would have resulted in visible damage to any building materials within a given structure was not conducted. Identified suspect asbestos and/or lead containing materials that could not be sampled were noted and are listed as “assumed” in this report. The collection of samples on roofs and in attics and crawl spaces was excluded from the scope of work, although where visible, suspect materials were noted and were assumed. See Table I for a list of all materials confirmed and assumed to contain asbestos within the structures included in the survey.
Evidence of water damage and/or staining was observed in the Davis Building, Garage 5, Hatchery Building, House (R1-62), Meat Room, Residence 1 (R1-40), Residence 3 (R1-42), and Residence 4 (R1-43). Safety or trip hazards were observed at Building 5, the Davis Building, Domestic Water House, Garage 1 and 2 (Garage1/2), Garage 3 and 4 (Garage ¾), Garage 5, Garage 7 (Adjacent to R1-70), Hatchery Building, House (R1-62), Meat Room, Public Bathrooms, R1-70, Raceway 2, Residence 1 (R1-40), Residence 2 (R1-41), Residence 3 (R1-42), Residence 4 (R1-43), Residence 5 (R1-44), Sewer Pump House, Crystal Lake Site, Spawning Shed, Tool Shed, Truck Garage, and mailto:rob.benson@wildlife.ca.gov
Asbestos, Lead and Health and Safety Survey Report Crystal Lake Fish Hatchery ■ Cassel, California October 21, 2021 ■ Terracon Project No. R120P020
Responsive ■ Resourceful ■ Reliable 2 the Truck/Office/Breakroom building. Photos of the observed safety and trip hazards and the Health and Safety Risk Table are appended herein.
Within the surveyed structures, four-hundred fifty-two (452) bulk samples were collected from one-hundred eighty-three (183) homogeneous suspect asbestos containing materials (ACMs). Forty-four (44) homogeneous materials were not sampled and are assumed to contain asbestos until additional testing is performed. Bulk samples were submitted under chain of custody to EMLab P&K (EMLab) in Irvine, California for analysis by polarized light microscopy with dispersion staining techniques per EPA methodology (40 CFR 763, Subpart F). The percentage of asbestos, where applicable, was determined by microscopical visual estimation.
Asbestos was found in twenty-eight (28) of the identified homogeneous materials. A summary of those results and a list of the assumed asbestos-containing materials are provided below in Table I. Laboratory analytical reports can be found attached to this letter.

Note: The name of structure as reflected on the lab results and chain-of-custody forms is used in this table. The given names of the structures provided following the field survey are listed parenthetically. Refer to the aerial photo appended herein to reference location of buildings.
*Homogeneous materials were assumed to be asbestos containing and were not sampled due to the destructive nature of sampling required for the material.
**Homogeneous materials outside the scope of work that were observed and were assumed to be asbestos-containing.
If additional suspect materials that have not been listed in this report are discovered, they should be assumed asbestos-containing until testing can confirm or refute potential asbestos content.
Eighty-eight (88) samples of suspect lead containing paint and other building materials were collected from the site buildings within the current scope of work. Bulk samples were submitted under chain of custody to EMLab in Irvine, California who analyzed the samples via flame atomic absorption spectroscopy (FLAA) in accordance to EPA Method 7000B. EMLab is accredited by the American Industrial Hygiene Association’s (AIHA’s) Environmental Lead Laboratory Accreditation Program for the analysis of lead in air, paint chips, dust wipes, and/or soil.
Lead was detected in eighty-eight (88) of the sampled materials and assumed in six (6). The lead sample results are summarized in Table II below. Materials are bolded where lead was assumed or detected in concentrations above the laboratory method detection limit.
