About this file
This document is an Addendum #1 for a Seminole County, Florida solicitation for a fire sprinkler system installation at the Central Transfer Station (CTS). The project involves a comprehensive fire protection system upgrade, requiring the selected contractor to remove the existing system, design and engineer a new fire sprinkler system using a licensed Architecture and Engineering firm, and complete the final installation. The bid due date was extended to September 14th, 2022 at 2:00 PM (EST), with a total project timeline of 180 calendar days (150 days for substantial completion and 30 days for final completion). The project is estimated at $792,000.00, and most work will need to be completed outside normal business hours (Monday-Friday, 6AM-6PM, closed on Sunday).
The addendum provides critical clarifications for potential bidders, including requirements for a firewatch, confirmation that no county employees will be on-site during night work, and specific instructions about existing infrastructure. Contractors are required to submit a 5% bid bond and will be responsible for providing their own equipment, replacing ceiling tiles, painting visible pipes, and coordinating with county facilities management. The document also indicates that a second addendum is anticipated to resolve outstanding questions, and emphasizes that bid responses can only be received from a single company, though subcontractors may be utilized through private agreements.

New Information:
1. Due Date Extension: Through the issuance of this Addendum, the bid Due Date is hereby extended to September 14th, 2022 at 2:00PM (EST).
2. Additional Addendum: It is currently anticipated that a 2nd Addendum will be posted for this Solicitation to resolve outstanding questions.
3. Working Schedule Revision: Most, if not all, of the work will need to be completed outside of normal business hours, which are Monday – Friday, 6AM – 6PM, Closed on Sunday.*
Questions/Clarifications:
1. Q. Will the Awarded Contractor be responsible for maintaining a Firewatch over the building?
Response: Yes.
2. Q. Will there be any Seminole County Employees on-site at night while the work occurs?
Response: No, unless stated by the County.
3. Q. Will the awarded Contractor be allowed to take the pipes from the existing sprinkler system be?
Response: No, Seminole County will maintain possession of the existing pipes.
mailto:mguild@seminolecountyfl.gov
4. Q. Within the Office Area, will there be any issues with having the Drop Ceiling Tiles removed during the day?
Response: No, so long as it does not interfere with day-to-day operations.
5. Q. Will the Awarded Contractor be allowed to utilize Seminole County tools/equipment for cleanup or other purposes?
Response: No, the awarded Contractor will be responsible for providing all the necessary equipment to clean up any potential debris.
6. Q. Will the pipes need to be painted?
Response: Any visible pipes will need to be painted.
7. ‘Q. Within the stairwells, will any replaced tile surrounding the existing pipe needs to be replaced?
Response: The awarded Contractor should replace all ceiling grid and ceiling tiles throughout the areas where ceiling tiles are currently in place.
8. Q. For this, can the bid come from BG Southern as the scope has changed to removing the ceiling and due to the electrical having to be upgraded. Wayne Automatic is not a GC and if the electrical needs to be upgraded we would like it to be under a GC.
Response: Bid Responses can only be received from a single company.
Should a company require the services of additional companies to complete the requested work, such an agreement would be between those businesses and not with Seminole County.
9. Q. After looking at the ceiling in the office area, BG Southern has determined that it is more cost affective to take the ceiling completely done and replace with new.
For the reasons, the tiles in the hallway are most likely not available any longer.
The ceiling grid is not white anymore and has a yellow tint to it, so everywhere we must take out a section and put a new section back there will be a huge color difference. here the dry wall has to be cut can Seminole County supply a paint code?
Response: Seminole County Facilities Management will provide all paint codes to match the current paint scheme.
10. Q. Can BG put the removed ceiling grid in the scrap dumpster with the sprinkler pipe? Can the old ceiling tiles be disposed of some where on site or does BG need to get a dumpster for them?
Response: The awarded Contractor should place all ceiling grid in the scrap dumpster with the sprinkler pipe. The old ceiling tiles are to be disposed of by placing them on the facility tipping floor.
11. Q. Hickey was looking at the electrical and the existing fire pump motor is 65 hp, the new motor is 125 hp. The electrical will need to be upgraded. In order to do this to see if the existing can handle this they need to put a monitor on the panel to monitor for 30 days. Hickey will send a proposal to install the monitor. This will put us pass the bid date for sure. If the existing panel can not handle the upgrade, then the panel will need to be upgraded which is an 18-month lead time.
Response: In lieu of Hickey Electrical installing a monitor, Facilities Management will reach out to Duke Energy to acquire the Electrical Load Determination Data for the period required.
12. Q. While on-site, there was mention about a new back up generator being installed. If the electrical has to be upgraded, then the backup generator will have to be upgraded to match the amps and volts for the bigger fire pump. Which would also require pulling a new feed from the backup generator to the fie pump room. Hickey is going to investigate to see if there is room in the exiting conduit or if new conduit has to be installed. Hickey will work with whoever they need to so this can be ironed this out after the 30 days of the monitor.
Response: The facility generator will not be part of this project. Should the total facility electrical demand with the new fire pump exceed the existing generator output; the current power transfer circuit should be modified such that during fire pump operation under generator power, all generator power will be directed to the fire pump.
13. Q. In the meantime, WAFS to run new hydraulic calcs to see if we can get the existing 65 hp pump to work if the pipe sizes are made larger and if we shrink the sprinkler head spacing. This would make it a one for one swap. We still need to install the monitor to make sure the loads will work. The lead time on a new fire pump is 25-30 weeks.
Response: Please refer to Question and Response #16 below.
14. Q. We still have not received approval to get in your system to get the insurance requirements to make sure we meet them. Is the 5% bond a bid bond or the project bond?
Response: A Bid Bond is required as part of the bid submittal materials.
Please see section 11 of the Instruction to Bidders (PDF Page 6) for more information. Payment, Performance, and Material and Workmanship Bond(s) will be requested of the Awarded Contractor.
15. Q. Will Seminole County contact their IT department with regards to the work that will need to occur within the IT closet?
Response: When the fire sprinkler work is to be done in the IT closet, the Project Manager will reach out to the IT department in order that all equipment is appropriately protected.
16. Q. We have run the hydraulic calculations again and were able to reduce the fire pump from 1500 gpm @ 100 psi to 1250 gpm @ 100 psi and still have an adequate safety margin in the calculations. We have reached out to the fire pump rep and this is where the bad news is. With the lower GPM @ 100 psi the pump will still require a 125 HP motor. To go down to the psi and gpm to use the smaller HP motor the sprinkler system does not calc out. It appears from the meeting yesterday and the findings today that the electrical the feeds the fire pump and the back up power from the generator will need an upgrade.
Response: Please refer to Questions and Responses #11 and #15 above.
Failure to acknowledge receipt of this addendum on the submittal shall result in a determination of “Non-Responsive”.
