About this file

This document is a Categorical Exclusion (CE) Form for the Vicksburg National Military Park project, designated as MS VICK 2020-1 (2). The project, managed by the Eastern Federal Lands Highway Division of the Federal Highway Administration in cooperation with the National Park Service, involves slide repairs and pavement reconstruction at various locations within the park. The total disturbed area is approximately 2.162 acres. The project has been determined to be categorically excluded from further NEPA analysis, and the form documents the environmental compliance findings, including determinations of "no effect" on endangered species and "no adverse effect" on historic properties. The project will be delivered under a federal contract opportunity with Solicitation Number 693C73-25-B-000002, expected to be issued around October 23, 2024, with a total project cost estimated between $5,000,000 and $10,000,000. The solicitation will include requirements for subcontracting plans from other than small businesses.

Summary of Section 7 of the Endangered Species Act Compliance FHWA obtained an official species list of threatened and endangered species through the USFWS Information for Planning and Consultation (IPaC) system on 04/10/2024. The following species have the potential to occur in the project vicinity: Northern Long-eared Bat (Myotis septentrionalis), Tricolored Bat (Perimyotis subflavus), and the Alligator Snapping Turtle (Macrochelys temminckii.

FHWA concurred with the USFWS (IPaC) Self-determination of may affect, not likely to adversely affect to threatened or endangered species in a memo to file on 04/10/2024. FWHA waited the required 15-day period for correspondence from USFWS to provide further direction. No correspondence disagreeing with this determination was received by 04/25/2024.
