Amendment No. 0002

Project MS ERFO NPS VICK 2020-1(2)

Vicksburg National Military Park

Solicitation: 693C73-25-B-000002

The purpose of this Amendment is to:

1) Revise Subsection 104.05 of the Special Contract Requirements (SCRs) (see J-pages provided as part of this Solicitation) for hauling restrictions.

2) Respond to bidder questions.

3) The bid opening date will be rescheduled to Thursday, December 5, 2024, 2:00 p.m.

EST.

Special Contract Requirement Changes

1) Delete the first, second and third paragraph of Subsection 104.05 of the SCRs (page J-3) and substitute the following:

For hauling to Grant’s Avenue Site 5, enter and exit only via Howe Lane.

For Union Avenue Sites 7, 8, and 9, use Given Hill Road (Cairo Museum) for the entering and exiting of the heaviest and largest equipment only as needed. Given Hill Road is an unmaintained, steep gravel road, thus probably not allowing to access the sites with the weight of the delivery truck plus the equipment. Alternately, enter and exit via Howe Lane using a grassy area (for a three-point turnaround) immediately east of the chain-link fence site closure.

For Sites 7, 8 and 9, due to the lengths of the some of the heaviest trucks delivering the equipment, there may not be enough space to turn it around within the construction limits (from either access) so the vehicles may have to enter from one side and exit through the site. After demolishing Union

Avenue within construction limits, making it passable for construction traffic, the Contractor may use Howe Lane to deliver the heaviest and largest equipment and exit via Given Hill Road (Cairo

Museum).

Due to the length of the delivery truck and equipment load, the entire 80,000-plus pounds should not be on the Union Avenue bridges at the same time, minimize crossing the bridges as much as possible with this equipment weight throughout the duration of the project.

See Subsection 202.03 for the hauling route when salvaging imported fill and rock materials from

Site 5 temporary access road at the end of the project.

Info Page 2 of 4

Hauling will be permitted on only the above-mentioned park roads. Do not use any other park roads for hauling.

Minimize hauling over completed pavement.

When hauling on National Park Service (NPS) roads, do not exceed the load restrictions shown in

Table 104-1, except as approved by the CO. Submit proposed maximum loads including justification for CO’s approval.

Do not exceed the Inventory Rating loads specified in the bridge inspection reports for NPS owned bridges. If the Inventory Rating loads are planned to be exceeded, submit a non-destructive field load test proposal for review and approval. Provide a description of instrumentation and testing procedures in the load test proposal. After completion of field load test, submit a full rating report that includes a summary of results, outline of instrumentation and testing procedures, observations, load ratings, and conclusions and recommendations, for review and approval prior to hauling on the bridges.

Responses To Bidder Questions

a. Question: We recently tried to access the site to take pictures but were unable to due to fallen trees blocking the roadway. Who is responsible for clearing these trees?

Response: If the bidder is referring to the entrance to Site 7 at Union Avenue, these trees need to be removed from the site by the Contractor.

b. Question: Does the Federal Highway Administration have any pictures of the site prior to the roads being blocked by the fallen trees?

Response: If the bidder is referring to Union Avenue Sites 7, 8 and 9 (Thayer’s Approach), please see the geotechnical report posted as part of the solicitation, pages 425-431, 467-493, and 531-

533. For Site 5 at Grant Avenue photos, please see other pages within this report.

c. Question: Referring to the Specs, J pages section 255 & for Mechanically stabilized Earth wall, Welded wire face = 350 SF (320 SF per summary sheet C03), can we know how the SF is derived?

Response: See Standard Specifications for the Construction of Roads and Bridges on Federal

Highway Projects (FP-14) included as part of advertisement documents. The second paragraph of

Subsection 257.07 says the following: “When measuring MSE walls by the square foot, measure the front face of wall excluding footings and leveling courses.”

d. Question: Can the reclamation yard be used for exporting excess material from site 7, 8 and 9?

Per section 203, is it used to salvage borrow and aggregate for site 5 construction access road?

Response: No, the excavated material from these sites needs to be removed from the project and is not expected to be useful to the government. In accordance with the FP-14, Subsection

203.05(a), the material needs to be removed from site.

e. Question: For access to sites 7,8, and 9 for the installation of RAP's. It was the consensus from the site visit access would be from the USS Cairo Gunboat Museum entrance. Is the road from the Cairo entrance to the sites subject to load restrictions stated in the specifications? The machinery to install the type of RAPs specified for the project (Liebherr 125) weighs approximately 80,000 (pounds) and must be transported as shown in the attached picture, which exceeds the load restriction and may not be able to make the sharp turns on the access road.

Response: The park has agreed to allow the Contractor to use Given Hill Road (Cairo Museum) for the entering and exiting of their heaviest and largest equipment only as needed. This equipment can also enter and exit via Howe Lane using a grassy area (for a three-point turnaround) immediately east of the chain-link fence site closure. The requests to exceed the load limits under

Subsection 104.05 of the Special Contract Requirements (SCRs) (J-pages), included as part of the solicitation, will need to be submitted to the CO and will be approved on a case-by-case basis.

All other construction traffic will use Howe Lane for the duration of the project. For hauling to

Grant’s Avenue Site 5, entering and exiting will still be allowed only via Howe Lane. The intent is for the Contractor to demolish Union Avenue within construction limits, making it passable for construction traffic, then use Howe Lane to deliver their heaviest and largest equipment and exit via Given Hill Road (Cairo Museum). After measuring from both accesses to the construction sites

(Sites 7, 8, and 9), entering from Howe Lane is a shorter route.

Due to the length of the truck delivering the equipment the bidder mentioned (pictured or equivalent) there may not be enough space to turn it around within the construction limits (from either access) so the Contractor will have to enter from one side and exit through the site. Given

Hill Road is an unmaintained, steep gravel road, thus probably not allowing the Contractor to access the site with the weight of the delivery truck plus the equipment, even if it is allowed.

Due to the length of the delivery truck and equipment load, the entire 80,000-plus pounds should not be on the bridges at the same time, minimize crossing the bridges as much as possible with this equipment weight throughout the duration of the project. In addition, the Contractor will have to analyze the proposed loads for Thayer’s Approach bridges 1 and 2 according to Subsection

104.05 of the SCRs (J-pages), included as part of the solicitation (the currently allowed maximum loads are in bridge inspection reports provided under Amendment 1).

The SCRs have been revised based on this additional information as part of this Amendment.

f. Question: Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

Response: The Superintendent and the QC Manager cannot be the same individual according to the SCRs (J-pages) Subsection 153.02 (see page J-7). The SSHO can be a dual role for either the

Superintendent or QC Manager, but a safety conscious Contractor will have a robust safety plan with a singular individual overseeing this role.

g. Question: Are there any phasing requirements?

Response: No. The Contractor is allowed to work at both Site 5 and Sites 7, 8, and 9 concurrently.

Info Page 4 of 4

h. Question: Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

Response: The Notice To Proceed (NTP) date will be discussed following the award between the

CO and the Contractor and will be agreed to based on the information that the latter shares including justifying any delays to the NTP.

i. Question: Please provide bidding quantities for deteriorated underlayment base course (paving).

Response: The bidding quantities are provided as part of the solicitation (B pages). For additional description and detail on where each pay item applies, see B sheets of the plans. For further quantity breakdown by site, please see sheet C03 of the plans.
