Amendment No. 0001 Project MS ERFO NPS VICK 2020-1(2)
Grant Avenue and Union Avenue Slide Repairs Vicksburg National Military Park Solicitation: 693C73-25-B-000002
The purpose of this Amendment is to:
1) Provide pre-bid meeting minutes, sign-in sheet, and the PowerPoint presentation from the organized site visit held on November 7, 2024, at 9:00 a.m. CST.
2) Provide bridge inspection reports for the Thayer’s Approach bridges 1 and 2.
3) Provide amended plan sheets D04 and M04.
4) Respond to bidder questions.
5) The bid opening date of November 26, 2024, 2:00 pm EST remains unchanged.
Solicitation Changes
1) Please see attached for the pre-bid meeting government power point presentation and the pre-bid meeting minutes.
2) Please see attached bridge inspection reports for the Thayer’s Approach bridges 1 (Str.
5600-004P) and 2 (Str.5600-005P).
3) Please see attached amended plan sheets D04 and M04 showing elevation at the site 5 staging area.
4) Responses to bidder questions:
a. Question: Will the FHWA's current bridge load analysis be made available for the bridges in the Park that the Contractor’s equipment will need to cross to access the sites? The Park already has a substantially reduced load limit for their roads that is borderline impractical for some of the equipment/materials that need to access the sites. If the bridges are the main limiting factor, it would be ideal to know what the government's engineers feel they are capable of handling.
Response: The government neglected to add the inspection reports for the 2 bridges (Thayer’s Bridge 1 and Thayer’s Bridge 2) that the Contractor will need to cross to access sites 7-9, and they are added under this Amendment. The Contractor needs to analyze these 2 bridges if they plan to exceed the maximum loads listed in the inspection reports. The Contractor is not allowed to haul materials on any other roads within the park due to existing bridge restrictions (see Special
Info Page 2 of 4
Construction Requirements (SCRs)- J-pages of the solicitation, Page J-3, first paragraph of Subsection 104.05).
b. Question: Line Item A0290 has the stabilized wire face at 350 square feet. Initially this seems small, but it is a little unclear on the exact extents of the wire face. Is the intent for the wire face to be placed along the red line in the picture below?
Response: No, the welded wire face facing is only used on the full depth patch (see supplemental description of the pay item). The full depth patch work is shown in the plans, see sheet B03 and the top of sheet D03.
c. Question: Sheet D04 shows the staging pad and indicates the area will need a large amount of material placed. The sheet however doesn't show the vertical profile of the alignment on the sheet.
could a profile be provided to illustrate the existing, proposed pad, and finished elevations for the area?
Response: Please see revised plan sheets D04 and M04 included as part of this Amendment that show the elevations at the site 5 staging area.
d. Question: Sheet T11-T21 shows the cross sections for the access road at site 5. Sheet B02 shows the typical cross section. In both those sections, there doesn't appear to be a call for the path to be excavated and benched, even though the existing surface has areas with a steep cross slope.
Should the contractor plan to bench the existing surface of the access road path? If so, does the schedule of quantities need to be updated to reflect the volumes?
Response: Benching may be needed per field conditions, and there is a benching detail included in the plans. The government does not pay for both roadway excavation and embankment and pays only for the larger of these two items. In Schedule A (Option 1), the embankment construction pay item includes an extra 10% quantity for all possible overruns.
e. Question: Please provide pre-bid power point.
Response: The power point is being provided under this Amendment.
f. Question: Please clarify protections required for monuments and roadways not in scope.
Response: The Contractor is required to protect the public property in accordance with Subsection
107.02 of the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14) provided as part of the solicitation.
g. Question: Please clarify permits required from Contractor.
Response: The Contractor is not required to obtain permits unless hauling permits are required by the county. Contractor is required to provide Storm Water Pollution Protection Plan (SWPPP) per Section 157 of the SCRs (see page J-12 of the J-pages of the solicitation).
h. Question: Please clarify delegated design required from the Contractor.
Response: See FP-14 (provided as part of the solicitation) Subsection 104.03 that specifies what needs to be included in the specifications and drawings. The Contractor is required to design Mechanically Compacted Aggregate Columns (Rammed Aggregate Piers) per Subsection 302.03A of the SCRs (see page J-17 of the J-pages of the solicitation).
Info Page 3 of 4
i. Question: When can we expect to see the Amendment containing the power point and sign in sheet from the pre-bid meeting? Additionally, we request the CAD files be released for bidding purposes.
Response: The power point, the sign-in sheet of the field review participants, and the questions and answers discussed in the field are included as part of this Amendment. The CAD files cannot be uploaded to SAM.gov but will be provided to the contract awardee upon request prior to the preconstruction meeting with the Construction Operations Engineer. Please note that the CAD files were developed with Open Roads Designer and will not be converted to AutoCAD or to any other format by the government.
k. Question: Is there a Roadway excavation item for Schedule A? Because there is a roadway excavation item per Summaries & Schedule sheet C03, but it’s not called out anywhere in bid schedule or tabulation of quantities.
Response: EFLHD does not usually pay for both roadway excavation and embankment construction, and usually pays for the larger of the two by quantity. As you can see on C03, roadway excavation quantity is less than the embankment construction, so the roadway excavation quantity is included for information only and a pay item for roadway excavation is not included in the column heading.
l. Question: Can we use roadway excavated material for Embankment construction?
Response: Yes, roadway excavation material can be reused for embankment construction provided it meets Subsection 704.01 material requirements (see Standard Specifications for the Construction of Roads and Bridges on Federal Highway Projects (FP-14) included as part of solicitation documents). The site location has predominantly Yazoo clay and loess soils. The contractor can utilize the excavated material only if the material is tested and meets the FP-14 requirements but should anticipate that clean fill will need to be imported to the project.
m: Question: Subsection 302.03C(e)(3) states that we can only construct the stone column by utilizing rammed aggregate piers. We request if the use of Casagrande stone column equipment such as what is seen below could be utilized to produce a continuous stone column with quality control methods.
Response: No. The contract documents require rammed aggregate piers using displacement installation method.
n: Question: Specifications state the following:
“302.03C Mechanically Compacted Aggregate Columns Installation.
(e) Column Systems.
(3) Densify each lift using a mandrel/tamper. The mandrel/tamper foot is required to adequately increase the lateral earth pressure in the matrix soil during installation.
Compaction equipment that induces horizontal vibratory energy (such as Vibroflot equipment) is not permitted.
Can you please clarify if any vibratory compaction installation methods are permitted for aggregate pier installation?
Response: No. The contract documents require rammed aggregate piers using displacement installation method.
