About this file

This document is a Categorical Exclusion (CE) form for the Vicksburg National Military Park. It describes a project to stabilize Grants Circle and North Union Avenue at the park, which suffered landslides due to heavy rain events in 2020. The project involves construction and rehabilitation within previously disturbed areas to repair the roads and improve accessibility, with minor geotechnical structures to prevent future landslides. The project is categorically excluded from further NEPA analysis, as it meets the criteria of having no significant environmental impacts.

The related federal contract opportunity is for the Vicksburg National Military Park, Project MS ERFO NPS VICK 2020-1(2), with Solicitation Number 693C73-25-B-000002. The project consists of slide repairs on Grant Avenue and Union Avenue, including clearing, grading, geogrid, gabions, aggregate base, asphalt concrete pavement, drilled shafts, and other miscellaneous work. The total project cost is expected to be between $5,000,000 and $10,000,000. Bid documents will be issued on or about October 23, 2024, with the bid due date and location specified in the solicitation. The contracting agency is the Department of Transportation Federal Highway Administration.

Categorical Exclusion Documentation Form (CE Form)

Project: Stabilization of Grants Circle and North Union Ave at Vicksburg National Military Park PEPC Project Number: 120932 Description of Action (Project Description):

In 2020, Vicksburg National Military Park suffered through several weather events that produced over three inches of rain in only a few hours. As a result of the intense rain events along with the soils, Vicksburg National Military Park experienced several landslides. Grants Circle and North Union Ave are two areas that these landslides occurred.

Working with the Federal Highways Administration, VICK is working to repair these landslide areas. See attached drawings and specifications for additional details.

Project Locations:

Location County: Warren State: MS

There are no required mitigations identified.

CE Citation: 3.3.C.19 Construction or rehabilitation in previously disturbed or developed areas, required to meet health or safety regulations, or to meet requirements for making facilities accessible to the handicapped.

CE Justification:

Both Grant Circle and North Union Avenue have suffered landslides which impairred the road and accessibility for visitors and staff. Both will have have minor structures (geotechnical structures) built in previously disturbed landslided areas in order to rehabilitate the road and keep it safe to visitors and staff by reducing or preventing future landslide on these roads, especially during visiting or working hours. Note: North Union Avenue has suffered iterative landslides in the same location.

Decision: I find that the action fits within the categorical exclusion above. Therefore, I am categorically excluding the described project from further NEPA analysis. No extraordinary circumstances apply.

Extraordinary Circumstances:

If implemented, would the proposal... Yes/No Explanation A. Have significant impacts on public health or safety? No Minimal. These fixes will require specialized equipment which could cause injury to contractor employees. Currently areas are off limits to the public minimizing any safety concerns to public and staff. MITIGATION: OSH laws are to be adhered and scope of work requires safety plans

B. Have significant impacts on such natural resources and unique geographic characteristics as historic or cultural resources; park, recreation, or refuge lands;

wilderness areas; wild or scenic rivers; national natural landmarks; sole or principal drinking water aquifers;

prime farmlands; wetlands (Executive Order 11990);

floodplains (Executive Order 11988); national monuments; migratory birds; and other ecologically significant or critical areas?

No Negligible. All work is performed on a manicured lawn along road prism or within the road prism and will have no to negligible impact to natural resources and provides enough birth to easily and safely work around cultural resources in the APE.

C. Have highly controversial environmental effects or involve unresolved conflicts concerning alternative uses of available resources (NEPA section 102(2)(E))?

No NONE. There are no highly controversial environmental effects associated with this project.

D. Have highly uncertain and potentially significant environmental effects or involve unique or unknown environmental risks?

No NONE. This is routine road construction and slope stabilization and does not have any unknown or cumulative environmental effect

E. Establish a precedent for future action or represent a decision in principle about future actions with potentially significant environmental effects?

No NONE. This is routine road construction and slope stabilization. Therefore, does not set a routine nor have any potentially significant environmental effects.

F. Have a direct relationship to other actions with individually insignificant, but cumulatively significant, environmental effects?

No Negligible. All work is performed on a manicured lawn along road prism or within the road prism and will have no to negligible impact to natural resources and provides enough birth to easily and safely work around cultural resources in the APE.

Therefore, does not have any unknown or cumulative environmental effect.

G. Have significant impacts on properties listed or eligible for listing on the National Register of Historic Places, as determined by either the bureau or office?

No Minimal. The entire park landscape is a NRHP.

However, All work is performed on a manicured lawn along road prism or within the road prism and will have negligible impact to property and positive effects on the contributing element (the road) by reestablishing access once completed.

H. Have significant impacts on species listed or proposed to be listed on the List of Endangered or Threatened Species, or have significant impacts on designated Critical Habitat for these species?

No Negligible. Consultation has been done through USFWS with may effect, but unlikely to adversely affect listed species. Mitigations follow USFWS recommendations.

I. Violate a federal, state, local or tribal law or requirement imposed for the protection of the environment?

No NONE. There are no known laws being violated by this project.

J. Have a disproportionately high and adverse effect on low income or minority populations (EO 12898)?

No None. This park is a fees park and does not provide a through access of roads or utilities such that surrounding communities could be affected.

K. Limit access to and ceremonial use of Indian sacred sites on federal lands by Indian religious practitioners or adversely affect the physical integrity of such sacred sites (EO 130007)?

No None. The only known site of Native American interest within VICK is not within the APE.

L. Contribute to the introduction, continued existence, or spread of noxious weeds or non-native invasive species known to occur in the area or actions that may promote the introduction, growth, or expansion of the range of such species (Federal Noxious Weed Control Act and Executive Order 13112)?

No Minimal. Typical with any off-road work, vehicles or equipment could have loose exotic debris which could transplant. MITIGATION: all vegetation on vehicles and equipment is to be cleaned off with pressurized air or water prior to arrival in park.
