About this file
This is an Invitation for Bid for road improvement projects within Mojave National Preserve in San Bernardino County, California. The Federal Highway Administration, Central Federal Lands Highway Division (FHWA-CFLHD), in coordination with the National Park Service, is soliciting bids for approximately 56.5 miles of road improvements across three primary routes: Kelso-Cima Road (19.3 miles), South Kelbaker Road (22.3 miles), and Morningstar Mine Road (14.9 miles). The estimated project cost ranges between $80,000,000 and $120,000,000. This is a full and open competition solicitation with HUBZone price preference eligibility.
The work scope includes full depth reclamation of existing pavement with placement of new asphalt pavement, widening roadways to a consistent 26 feet, minor horizontal and vertical realignment in select areas, reinforcement of 48 low water crossings (11 on South Kelbaker Road and 37 on Kelso-Cima Road), and safety improvements including longitudinal and transverse rumble strips, signing, pavement markings, and paved pullouts. Low water crossings will typically consist of buried concrete barriers with riprap revetment. Additional work includes realignment of Kelso-Cima Road at the Cima Road/Morningstar Mine Road intersection, with Morningstar Mine Road receiving full depth reclamation and surface-course aggregate placement. The project is located in a natural resource sensitive area with environmental constraints that will affect construction scheduling and operations, requiring particular attention to detail in road construction, traffic control, visitor relations, and timely project completion.
