About this file
This is an Invitation for Bid (IFB) for road improvements within Mojave National Preserve in San Bernardino County, California. The Federal Highway Administration, Central Federal Lands Highway Division, in coordination with the National Park Service, is soliciting bids for improvements to approximately 56.5 miles of roads. The project includes full depth reclamation and resurfacing of 19.3 miles of Kelso-Cima Road, 22.3 miles of South Kelbaker Road, and 14.9 miles of Morningstar Mine Road. Work scope encompasses increasing roadway width to 26 feet, minor horizontal and vertical realignment in select areas, reinforcement of 48 low water crossings with concrete barriers and riprap revetment, installation of rumble strips, signing, pavement markings, and paved pullouts. The Morningstar Mine Road will receive full depth reclamation with surface-course aggregate placement. Additionally, the project includes realignment of Kelso-Cima Road at the Cima Road/Morningstar Mine Road intersection.
The estimated project cost ranges from $80,000,000 to $120,000,000. This is a full and open competition solicitation with HUBZone price preference available. The work is located in a natural resource sensitive area with environmental constraints that will impact the construction schedule and operational requirements. Contractors must demonstrate capability in road construction, traffic control, visitor relations, and timely project completion while maintaining attention to detail in this environmentally constrained setting. Detailed plans and specifications are available for contractor review.
