About this file
This is a Scope of Work exhibit for Invitation for Bid (IFB) 260505 issued by the Orange County Transportation Authority (OCTA) in California for the provision of vehicle paints and supplies. OCTA requires vehicle paints and supplies on an as-needed basis, with deliveries to specified OCTA locations in Garden Grove and Santa Ana scheduled and upon request. All items must be new and unopened, properly identified with manufacturer numbers and descriptions, and delivered within four business days of order receipt. The contractor shall maintain all resources necessary to provide items listed on the accompanying Exhibit B Price Summary Sheet and shall accept orders released against a Blanket Purchase Order (BPO). The contract term is two years with an initial budget of $150,000, and delivery hours are Monday through Friday from 7:00 a.m. to 5:00 p.m., excluding holidays.
Related supplies falling within the scope but not listed on Exhibit B may be purchased against the BPO, provided the contractor obtains written approval from OCTA's Material Management Planner and supplies quotes based on current published pricing less applicable discounts. Substitutions and alternate items are permitted on a case-by-case basis only with prior OCTA approval, and the contractor must provide cross-reference guides demonstrating equivalency; OCTA reserves the right to reject any proposed substitutions. The contractor shall provide manufacturer warranty pass-through and monitor monthly usage, providing usage reports upon request. No trip, fuel surcharges, or shipment charges are permitted. Invoices must include the purchase order number, delivery location, order date, itemized details, and documentation verifying discounts for miscellaneous supplies exceeding $500 per unit; invoices shall be submitted electronically to VendorInvoices@octa.net, and failure to comply with invoice requirements will result in payment processing delays.
