About this file

This is a Level 1 Health, Safety and Environmental Specifications exhibit for RFP 260493 issued by the Orange County Transportation Authority (Authority) for Centers for Medicare & Medicaid Services (CMS) Medicare Section 111 Reporting Services. The specification document establishes mandatory health, safety, and environmental compliance requirements that apply to the contractor, all subcontractors, suppliers, and employees performing work on Authority property. The contractor must comply with all applicable Authority Health, Safety, and Environmental Compliance (HSEC) requirements, project site requirements, and bus yard and rail safety rules. Violations of safety standards, non-compliance with HSEC requirements, or unsafe acts may result in corrective actions ranging from work suspension and site removal to contract termination at the Authority's discretion.

The contractor bears sole responsibility for identifying hazards, implementing appropriate controls, and ensuring safe work planning and execution throughout the contract term. All contractors must develop and maintain regulatory required programs in accordance with federal, state, and local health, safety, and environmental requirements. The contractor must immediately notify the Authority's designated representative of any incidents, including property damage, Cal/OSHA recordable injuries and illnesses, first aid cases, near-miss incidents, environmental spills or releases, and any inspections or visits by outside agencies such as Cal/OSHA, DTSC, SCAQMD, EPA, or FTA. Verbal notification must be followed by a written preliminary incident report submitted to the Authority's Project Manager within twenty-four hours, with serious injuries, recordable injuries, or significant near-miss events potentially requiring formal incident investigation submission and Authority review.
