About this file

This email correspondence documents internal communication between procurement staff members regarding a Centers for Medicare & Medicaid Services (CMS) Medicare Section 111 Liability Reporting Agent contract opportunity for the Orange County Transportation Authority in California. The contract seeks qualified firms to provide CMS Medicare Section 111 reporting services with a budget of $36,000 for an initial three-year term. The procurement process includes evaluation of proposals by multiple reviewers, and the sender indicates urgency regarding implementation, noting potential need for 60 to 90 days of lead time prior to the required go-live date.

The contract will be structured as a firm-fixed price agreement without a 10% retention requirement, as confirmed by the project requester. The procurement team has prepared supporting documentation including an Independent Cost Estimate (ICE), Scope of Work (SOW), and a draft Price Summary Sheet reflecting two pricing options that proposers must complete. Multiple evaluators have been identified for proposal review, and the organization is actively moving the procurement forward to expedite the contracting process due to implementation timeline constraints.

Medicare Section 111 Liability Reporting Agent

Hi Rhea –

Responses to your questions…

- Will you also be evaluating proposals, or will it just be Regie and Gyromee? Yes, I will be evaluating as well.

- Since this will be a firm-fixed price contract, will a 10% retention apply? I do not believe the 10% retention is necessary.

Please let me know if you need anything else. I would like to get this out as soon as possible as there may be a need for lead time (potentially 60-90 days) of implementation time prior to the required go live date.

Hi Yamille, Thank you for uploading the docs. I had some comments on the ICE and SOW. Please see attached.

Also, the SOW references two pricing options that proposers will need to complete. I’ve attached a Price Summary Sheet Draft based on what was described in the SOW. If any changes are needed, please feel free to edit the doc directly.

A few follow-up questions:

- Will you also be evaluating proposals, or will it just be Regie and Gyromee?

- Since this will be a firm-fixed price contract, will a 10% retention apply? If so, the following language will be included in the proposed agreement:
