About this file

This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority (OCTA) for procurement of Centers for Medicare & Medicaid Services (CMS) Medicare Section 111 liability reporting agent services. The project involves integrating CMS Medicare Section 111 liability claims reporting with Origami Risk to ensure compliance by January 1, 2027. The procurement is structured as a three-year firm-fixed-price contract with a term ending July 15, 2026. The scope of work encompasses both implementation and post-implementation phases, requiring account management and regional compliance consultant support during initial deployment and ongoing program maintenance.

The total estimated cost for the three-year contract is $36,000, comprised entirely of direct labor costs. Implementation costs total $13,250, including 50 hours of MMSEA Compliance Manager support at $175 per hour ($8,750) and 30 hours of Regional Compliance Consultant support at $150 per hour ($4,500). Post-implementation costs total $22,750, consisting of 82 hours of MMSEA Compliance Manager services ($14,350) and 56 hours of Regional Compliance Consultant services ($8,400). No overhead, materials, IT support, travel, subcontractor, or other direct costs are included in the estimate. The cost estimate reflects an expanded scope compared to the current agreement (Purchase Order No. A56213) which costs $2,600 annually; the new contract requires the vendor to handle increased data volume, provide customized reporting, and submit information directly to CMS rather than relying on OCTA's self-reporting within the vendor's system. Requestor Yamille Welch, WC Program Specialist, Senior, prepared the estimate on July 15, 2026.

Additional Information: Estimated hours and direct costs are based on market research conducted by the project manager for account management and regional compliance consultant support during implementation and ongoing program maintenance. While the current agreement (Purchase Order No. A56213), which expires on December 31, 2026, is $2,600 annually, the proposed procurement reflects a broader scope of services. The new contract will require the contractor to handle more data, customize reporting, and submit information directly to Centers for Medicare & Medicaid Services (CMS), whereas the current service model relies on OCTA self-reporting within the vendor’s system at a reduced fee.
