About this file
This document is a Performance Standards attachment for the Orange County Transportation Authority's OC ACCESS paratransit services contract. The scope establishes measurable performance metrics across operational, safety, and customer service categories that contractors must meet on a monthly basis. Key performance standards include on-time performance targets of 94% for pick-up trips and 90% for arrival trips, with allowances for no more than 0.15% excessively late pick-ups, 0.15% excessively early arrivals, and 0.15% missed trips. Additional operational requirements encompass call center performance with average hold times not to exceed 60 seconds and maximum hold times maintained at 98%, valid complaints capped at 1 per 1,000 passengers, preventable accidents limited to 1 per 100,000 miles, and preventable incidents not to exceed 0.50 per 100,000 miles. The contractor must achieve 100% compliance with trip denial policies and report all accidents or incidents within 2 hours.
The performance standards incorporate financial incentives and penalties tied to monthly compliance measurements. Contractors earn incentive payments ranging from $1,000 to $5,000 for exceeding established thresholds in on-time performance and incident prevention, while penalties escalate from $100 to $25,000 depending on the severity and category of non-compliance. Additional requirements include maintaining preventive maintenance schedules within manufacturer intervals, achieving 25,000 miles between valid mechanical road calls, repairing vehicle damage within 30 days, ensuring 100% compliance with drug and alcohol programs reviewed quarterly, managing excessive travel time to no more than 5% of trips, and maintaining routing efficiency where no more than 5% of trips exceed twice the direct distance. Failure to meet terminal inspection standards, unfilled key positions beyond 30 days, and late submission of monthly operating reports incur specific monetary penalties with cure periods where applicable.
