About this file

This is a Procurement Plan memorandum from the Orange County Transportation Authority (OCTA) in California outlining the parameters for an informal Request for Proposals (RFP 250231) for a comprehensive assessment of the OC ACCESS paratransit contract. The Authority seeks qualified consultants to evaluate the paratransit services program and deliver findings through a final report and presentation. The contract term is three months, with a budget of $53,556. The memorandum does not specify response deadlines, due dates for proposals, site visits, or bidders' conferences, though it references an attached procurement schedule.

The contract will be structured as a firm-fixed-price agreement, reflecting the defined scope of work with specific tasks and deliverables. Evaluation criteria are weighted as follows: Qualifications of the Firm (25%), Staffing and Project Organization (20%), Work Plan (35%), and Cost (20%), with the work plan receiving the highest emphasis to ensure clear understanding of the approach to meeting project objectives. The funding source is local revenue, with no prevailing wage requirements, liquidated damages, or Disadvantaged Business Enterprise (DBE) goals applicable. A 10 percent retention provision is in place. The internal evaluation team consists of Jack Garate (Department Manager, STS Operations Oversight), Dylan Chatterjee (Principal Operations Analyst, Scheduling and Bus Operations Support), and Victor Velasquez (Department Manager, Financial Planning and Analysis). An independent cost estimate and requisition (R000671) have been received.
