About this file

This is a Procurement Plan approval memorandum from the Orange County Transportation Authority (OCTA) outlining the release, selection, and award process for an informal Request for Proposals (RFP 250231) titled "OC ACCESS Paratransit Contract Assessment." The Authority is seeking qualified consultants to conduct a comprehensive assessment of its OC ACCESS paratransit services contract. The project has a three-month contract term with a budget of $53,556 and is funded through Local Measure M and Federal CMAQ sources. The procurement plan does not specify explicit response dates, due dates, site visits, or bidders' conferences in the document; however, the memorandum is dated January 26, 2026, and requires departmental concurrence for project authorization.

The contract is structured as a firm-fixed-price agreement based on a defined scope of work with specific tasks and deliverables. Evaluation criteria are weighted as follows: Qualifications of the Firm (25%), Staffing and Project Organization (20%), Work Plan (35%), and Cost (20%), with the Work Plan component receiving the highest emphasis to ensure clear understanding of project objectives and approach. The internal evaluation team includes Jack Garate (Department Manager, STS Operations Oversight), Dylan Chatterjee (Principal Operations Analyst, Scheduling and Bus Operations Support), and Victor Velasquez (Department Manager, Financial Planning and Analysis). An independent cost estimate has been received, and a Diversity Business Enterprise (DBE) goal has been established. The document does not indicate prevailing wage requirements, liquidated damages provisions, or retention amounts. The requisition number is R000671.
