About this file
This document is an amendment to a federal solicitation for a construction project at the National Institutes of Health (NIH) Research Triangle Park (RTP) campus in Durham, North Carolina. The purpose of the amendment is to revise the evaluation criteria related to the offeror's construction experience and designer of record experience under the technical evaluation factor.
Specifically, the amendment modifies Subfactor 1.3 - Construction Experience and Subfactor 1.4 - Designer of Record Experience to include projects that involved 15kV or higher underground power distribution or projects performed in occupied facilities. The amendment provides detailed definitions of the size, scope, and recency requirements for the relevant projects that offerors must submit. The total estimated cost range for this Design-Build project is $25,000,000 to $100,000,000. The project aims to improve the medium voltage electrical infrastructure and upgrade the power production and distribution system to provide standby chilled water generation capability at the RTP Central Utility Plant.

Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .
“Subfactor 1.3- Construction Experience” and “Subfactor 1.4- Designer of Record Experience” are changed.
From: “Scope/Complexity: Projects that included 15KV or higher Underground Power Distribution.”
To: “Scope/Complexity: Projects that included 15KV or higher Underground Power Distribution or projects that were performed in Occupied Facilities” (changes are highlighted below.)
Subfactor 1.3
Construction Experience– Submit three (3) successfully completed relevant and recent Design-Build or Design-Bid-Build construction project that best demonstrates your experience as a prime contractor on relevant projects that are similar in size, scope, and complexity to the projects contemplated by this RFP. Only experience as the prime contractor will be accepted for this experience subfactor.
For purposes of this evaluation, a relevant project is further defined as:
Size: A final construction cost of $15,000,000.00 or greater.
Scope/Complexity: Projects that included 15KV or higher Underground Power Distribution or projects that were performed in Occupied Facilities.
Projects submitted for the Offeror shall be completed within ten (10) years of the date of issuances of this RFP (recency).
NOTE: Failure to provide relevant and recent projects shall be considered a deficiency;
thus unacceptable.
A project is defined as a complete construction effort performed under a single Task Order (TO) or contract. For multiple award and indefinite delivery/indefinite quantity (IDIQ) type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a TO as a project.
The attached Construction Experience Project Data Sheet (Attachment 2) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form.
The projects submitted by the contractor to meet Technical subfactor Experience and information obtained from other sources available to the Government such as the Past Performance Information Retrieval System (PPIRS) and Contractor Performance Assessment Reporting System (CPARS) will be used as part of the responsibility determination made IAW FAR 9.104-1. The Government reserves the right to obtain information relative to present and past performance on its own.
Subfactor 1.4
Designer of Record Experience– Submit three (3) successfully completed relevant and recent Design or Design-Build construction project that best demonstrates your proposed designer’s experience as the Designer of Record on relevant projects that are similar in size, scope, and complexity to the projects contemplated by this RFP.
For purposes of this evaluation, a relevant project is further defined as:
Size: A final construction cost of $15,000,000.00 or greater.
Scope/Complexity: Projects that included 15KV or higher Underground Power Distribution or projects that were performed in Occupied Facilities.
Of the three (3) projects submitted for the Offeror shall be as relevant design experience, at least one of the projects must have been completed within ten (10) years of the date of issuance of this RFP (recency).) and the other two could be in design and/or design completed and at least 75% construction completed. NOTE: Failure to provide relevant and recent projects shall be considered a deficiency; thus unacceptable.
The attached Design of Record Experience Project Data Sheet (Attachment 3) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form.
