About this file
This document is an Amendment to Solicitation Number C109584, a Design-Build (DB) project to improve the Medium Voltage Electric (MVE) infrastructure for the National Institutes of Environmental Health Sciences (NIEHS) campus and upgrade the power production and distribution system for standby chiller function within the Central Utility Plant (CUP) located at the Research Triangle Park (RTP) in Durham, North Carolina.
The objective is to provide standby power for chilled water generation to support laboratories and buildings on the NIEHS and Environmental Protection Agency (EPA) campuses. The project involves correcting medium voltage and low voltage duct bank settlement concerns, replacing existing medium voltage feeders, installing above ground medium voltage switches, and constructing a new medium voltage generator yard and electrical vault. The estimated magnitude of the project is $25,000,000 - $100,000,000. Responses should be submitted by Monday, September 23, 2024 2:00pm EST. This is a small business set-aside opportunity, and small business joint ventures should follow the procedures described on the SBA website.

1) Correct Question #39 (issued under Amendment 0003)
Question # Question Government Response
The RFP has conflicting statements regarding submission of proposals. Block 13a of the SF1442 indicates a proposal submission of an original and 1 copy. In Section L.3.1 it states "…all required copies shall be addressed to the Contracting Officer, and be mailed or hand carried to the following address…". Section L.3.7 states "Proposals and modifications to proposals shall be submitted in electronic media addressed to the CO and CS.....Oral, faxed, emailed, or telephonic submissions or modifications will not be considered and/or accepted."
Section L.3.14 states "The content and page size of electronic copies must be identical to the hard copies. When discrepancies exist between the written offers and those provided in electronic format, the written offer will take precedence in all cases. For electronic copies, indicate on the CD-ROM the volume number(s) included on the disc and title. Separate CDs are not required for each volume....The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Word 2010, MS Excel 2010......... or latest versions as applicable."
Please clarify/confirm if the proposal submission method is both hard copies delivery to the NIH Team's office and electronic copies submission, or electronic submission only. Also, please confirm electronic submission is via email to the CO and CS.
Proposals and modifications to proposals shall be submitted via email to Contracting Officer at thuy.le@nih.gov and Contract Specialist at thao.nguyen@nih.gov
2) Provide responses to RFIs:

79 per general Note #2 on drawing M201 the existing equipment and ductwork to remain will be cleaned. Please confirm this is only for equipment and ductwork in the electrical room and not the entire
CUP.
For bidding purposes, this requirement is only for the electrical room equipment. Please note that this element could be changed during design development per the DBC's DOR recommendation.
80 Both Pre-and Post TAB is required for the HVAC equipment. will this TAB include the hydronic CHW & HHW piping as well?
Yes, the bidder shall include pricing for all testing, adjusting, and balancing of each heat transfer system that is utilized within the HVAC system.
mailto:thuy.le@nih.gov mailto:thao.nguyen@nih.gov
81 Please reference the ornamental fence detail on drawing C401. the detail shows cable reinforcing. since boulders are being installed as a vehicle deterence the cable is redundent and not required. in addition, the fencing will be installed on a retaining wall, the Deadman footers required to support the reinforcing cable will require additional engineering and installation costs to install along the precast wall. we recommend removing the cable reinforcing.
For bidding purposes, please include all elements identified within the bridging documents. Please note that structural elements called out within the Bridging Documents may be subject to modification and improvement during design development at the DBC's DOR recommendation.
82 Please refence RFI responses in amendment 2 to RFI 19 & 26. please confirm what pieces of equipment will receive a 4-year warranty and a 3-year maintenance period for CLIN002. the assumption is only the Generators will receive the 4-year warranty and 3-year maintenance period. all other equipment will receive standard manufacturer warranties.
It is expected that all newly installed equipment provided under this contract shall have a minimum extended warranty of at least 4 years from point of placement into service.
Since the generators may be placed into service before the contract period of performance is complete, it is expected that the generators shall have a three year maintenance plan to provide maintenance on this equipments until a successful handoff with the CUP's service contract mainteanance team can be established after the PDY is accepted by the government to maintain.
83 In reference to the granular fill required in the PDY, the drawing note indicates 4" Granular fill. please confimr this is meant to indicate four inches of granular fill not a granular fill made of 4" stone. please confirm #57 stone is an acceptable granular fill. We recommend 6" of granular feel be used as this is a standard depth for stone in most generator yards in the region.
For bidding purposes, the recommended treatment of 6" of granular fill of #57 stone is acceptable.
Please note that design improvements may also modified during design development at the DBC's DOR recommendation.
84 I.C.2.e (pdf page 8 of 137) indicates, "The DBQCM shall be responsible for maintaining all record and construction drawings, details, and as well as provide monthly red line drawing updates to the AE to incorporate into the as-built Building Information Model (BIM) record set for the entire CUP."
III.C (pdf page 19 of 137) indicates, "The DBC shall maintain all Revit file BIM record drawings sets showing existing and as-left field conditions throughout the course of the project."
The benefit of BIM is clash detection and maintenance planning. Therefore, is it acceptable to use CAD for the exterior design elements that do not require intensive clash detection?
The specification of BIM on this project is to provide for clash detection of critical electrical utility systems, including exterior duct bank installations. Other peripheral installations (not involving medium voltage electrical power production or distribution) do not require this level of treatment and can be designed and recorded in CAD.
85 I.C.2.e (pdf page 8 of 137) indicates, "The DBQCM shall be responsible for maintaining all record and construction drawings, details, and as well as provide monthly red line drawing updates to the AE to incorporate into the as-built Building Information Model (BIM) record set for the entire CUP."
III.C (pdf page 19 of 137) indicates, "The DBC shall maintain all Revit file BIM record drawings sets showing existing and as-left field conditions throughout the course of the project."
Both statements required a continuous process of updating the BIM model throughout construction. Traditionally redlines are maintained on the job site and at the end of the project the As-Built Drawings are updated based on the redlines. It is anticipated that there could be many months in which the BIM model does not need to be updated as changes have not occurred. However, compliance with the RFP requires continuously updating the BIM model
Your assumptions are correct. The intent of this requirement is to have available BIM support throughout the entire period of performance, as needed. Therefore while there might be many months where it is not needed, your pricing to estimate this cost shall be based on construction phasing proposed in the bridging documents.
throughout construction (approx. 3-5 years) which will add more cost than traditional red lines and As-Builts.
Would there be any consideration to reducing these requirements to lessen the BIM effort and reduce cost?
86 Detail 8 on drawing S-201 shows the retaining wall details. the detail states to match the concrete finish to the retaining wall on B-102. Please provide a photo of the existing retaining wall at B-
102. is this the retaining wall shown on drawing C401 with the masonry/stone finish?
For bidding purposes, references to matching B-102 concrete finish may reference the photo image of the fence around existing generator on drawing sheet C401. Please note that this design element may be subject to modification during design development at the DBC's DOR recommendation.
87 Please provide clarification re: the fence surrounding the PDY. The general intent seems to be noted to match the existing generator fencing, but the fencing detail shown on drawing C401 doesn’t match the existing. The detail shows the following elements that don’t seem to be used in the existing fencing:
a. Outward facing curved topper
b. Cable reinforcing
c. Horizontal rails located near the base of the fence
For bidding purposes, please include all elements identified within the bridging documents. Please note that physical security elements called out within the Bridging Documents may be subject to modification and improvement during design development based on thorough analysis of agency code requirements.
88 Please provide guidance relative to requirements for force protection of the fence at personnel and vehicle gate locations. By virtue of the boulder field surrounding most of the PDY, it would seem that anti-ram force protection is desired, but the gate locations are shown unprotected on drawing C201. Is there a requirement for force protection?
The intent of the force protection elements within the bridging documents is to expand the secure secondary protection perimeter loop around the entire CUP complex, in order to include the PDY within. It is intended that the gates into the PDY will be on the inner protected side of this loop and therefore may not require the same force protection treatment as the outer boundary edges. The design team shall provide force protection measures to seamlessly integrate both temporary contractor laydown yard and final PDY layout into existing secondary security perimeter. Drawing C201 incorrectly shows staggerd boulder placement going around the east and part of the north side of the PDY. Instead the staggered boulders need to be extended along the south perimeter, near edge of sidewalk, to integrate into existing boulders to the west by Power Alley and integrate into the bollards in the sidewalk near MH-101.
See "Secondary Force Protection Boundary Expansion" attachment.
89 Amendment 3, response 58 notes to follow Seismic Zone 2 for design. Per USGS, seismic zones are obsolete and no longer used in building codes. Please confirm that risk category III and SDC B are appropriate based on ground motion at the site as provided in the Attachment A Section 8.2 design criteria.
For bidding purposes, please utilize code requirements identified within the Bridging Documents.
90 Amendment 2 drawings seem to missing a sheet – E1512E260 – One Line Diagram Bldg 101 F-Module 2nd Floor to Roof.
Are you able to provide that missing sheet?
Please see "Final Single Line Set UPDATE" pdf, attached, showing requested missing sheets.
91 Please confirm the manufacturer of the existing switchgear in B107.
The existing switchgear in Building 107 is Cutler Hammer and utilizes Eaton branded breakers.
92 Amendment 1 revised the period of performance from 1105 days to 1806 days, however, an amended Section B - Supplies or Services/Prices was not amended and still shows a period of performance of 1105 days. Please provide an amended Section B - Supplies or Services/ Prices identifying the correct period of performance for 1806 days.
The period of performance is 1,806 days from day of award. All Contract’s Sections will be updated to reflect 1,806 days at time of award.
93 Section L, para. L.3.9 says "Pages shall be single-spaced with 1.5 line spacing." To allow enough space to provide sufficient relevant project information, please allow standard single spacing and not 1.5 line spacing, for narrative information presented in Attachment 5 Construction Experience Project Data Sheet - Offeror and Attachment 6 - Design Experience Project Data Sheet - Design Firm.
Single spacing submissions shall be acceptable.
